Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Facilities and Asset Management, Organizational Resources and Support Division, Human Capital Management Branch, Workforce Relations Section, located in either Washington, DC, Euless, TX , Aliso Viejo, CA or Indianapolis, IN. Duties

Joining Customs & Border Protection (CBP) you will regularly meet with, consult, and advise Office of Facilities and Asset Management (OFAM) managers and supervisors on a range of issues arising in the area of workforce management. This position starts at a salary of $72,553.00 (GS-11, Step 1) to $113,047.00 (GS-12, Step 10) with promotion potential to $113,047 (GS-12 Step 10). In this Administrative Support Specialist (Workforce Management) position you will serves as a support specialist and carry out a wide variety of administrative, management, and program planning activities, policy research, and other duties related to the mission support functions. You will provide advice in all administrative specialty area(s) related to the mission and function of the Division and contributes to management decisions for assigned program areas. Typical Work assignments include: Designing, developing, implementing, and carrying out a variety of workforce management program activities affecting CBP, OFAM Divisions, and their personnel; Serving as the central point of contact who researches and responds to questions from OFAM managers, supervisors, and employees regarding benefits, pay, leave, performance management systems, time and attendance, and workforce management; Using knowledge of programs and appropriate guidelines and policies and applying goals, timelines, and scope available to provide recommendations and develops management briefings and presentations for supervisors and high-level and executive management; Understanding Workforce Management policies and procedures with wide-ranging scope and impact, and which require sensitivity to management intent and rights; and Working with higher graded specialists, Office of Chief Counsel, and Privacy and Diversity Office, ensuring processes are followed and paperwork is completed as required.

Specialized Experience GS-11: You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Serving as the central point of contact who researches and responds to routine questions from employees regarding leave, performance management systems, and workforce management programs. Gathering relevant evidence on incident or issues and forwarding packages to leadership for review; Working with the management official to gather critical and/or confidential information to assist management officials with reviewing communications to the union/labor organizations to ensure information is conveyed appropriately regarding office's objective before submission for final review; and, Working with business partners and supervisors to draft decision letters. Specialized Experience GS-12: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Developing standard operating procedures and guidance related to revised policies and directives; Researching and responding to questions regarding leave, performance management systems, and workforce management programs. Producing written and oral reports with conclusions, alternatives and recommendations on policies, projects, or studies; and, Collecting and tracking sensitive information. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 03/29/2024.
