Duties

The duties described below are at the highest grade advertised. The duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee As an Administrative Support Specialist (DE), you will perform the following duties: Ensures the execution of processes and operations related to all administrative support functions for the Office are efficient and customer focused. Evaluates the administrative support operations of OCFO/DOA program operations and recommends improvements to various internal procedures and methods. Uses initiative to devise and recommend changes in administrative procedures and office policies to ensure their applicability to changing needs or changes in administrative regulations. Reviews all correspondence prepared for the supervisor's signature for grammar, construction, format, and compliance with the supervisor's viewpoint. Tasks, directs, and coordinates with other sub-units and offices engaged in the development and implementation of plans and objectives to assure that actions are in keeping with OCFO/DOA management. This Job Opportunity Announcement may be used to fill other Administrative Support Specialist (DE) GS-0301-11/12 Full Performance Level (FPL) GS-12 positions within the Department of Commerce in the same geographical location with the same qualifications and specialized experience. Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/ Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-11 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as: Performing functions in at least two (2) of the following administrative support areas for an office or organization: Program Evaluation, Procurement/Supply, Safety and Security, Time and Attendance, Travel, Accountable Property; Creating correspondence, reports, or other documents; AND Experience applying regulations, policies and procedures in support of an organization. or Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or COMBINATION OF EDUCATION AND EXPERIENCE: have equivalent combinations of education and experience that may be combined to meet the total qualification requirement. (MUST SUBMIT TRANSCRIPTS) To qualify at the GS-12 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as: Performing functions in at least three (3) of the following administrative support areas for an office or organization: Program Evaluation, Procurement/Supply, Safety and Security, Time and Attendance, Travel, Accountable Property; Gathering, assembling, and analyzing facts and trends to recommend solutions to problems or issues; Experience applying regulations, policies and procedures in support of an organization; AND Communicating programs, policies, and procedures to a variety of stakeholders.
