The Policy & Capabilities Directorate ensures the IC is best postured for the threats and challenges of an uncertain future, through strategy, policy, and capabilities development. Comprised of 7 organizations, PC oversees IC Human Capital; Acquisition, Procurement & Facilities; Intelligence Advance Research Projects Activity; Science & Technology Group; Requirements, Cost & Effectiveness; Policy & Strategy; and Domestic Engagement, Information Sharing & Data.
Duties
The successful candidate will join the Intelligence Learning Network (ILN) team in developing, delivering, and improving IC-wide courses that promote IC knowledge, integration, and networks.
Current courses include Meeting the IC, Building the Foundations of IC Integration, Influencing IC Integration, Leading the IC, and the IC Museum Experience. Other courses are beginning or in development as well, and some courses are virtual while others are in-person or hybrid.
The candidate will primarily help support the Leading the IC Course Director with planning and execution of the ongoing three week senior programming which involves travel to Michigan and domestic cities.
Duties include:
Direct, plan, develop, implement, and maintain a quality organizational training program that supports mission requirements and meets the on-going professional development needs of employees. Ensure that curricula, content, and program agenda support IC priorities.
Utilize expert knowledge of the organization's mission to identify relevant courses and training programs that will increase employees' skills that contribute to mission success and make this information available to employees.
Serve as an instructional facilitator using synchronous and asynchronous instruction for interagency teams of students and for in-class sessions.
Oversee projects with colleagues to enhance curricula, design innovative teaching methods, and strategies to engage students through both online and in-class venues. Lead assessments of program content, in-class sessions, and student projects and make substantive changes when warranted to ensure program relevancy and currency.
Assist stakeholders and ILN affiliate members as appropriate.
HC projects or programs in the following MDRs refer to the Intelligence Learning Network: Lead and oversee the development and management of complex Human Capital (HC) projects or programs that often require generating new concepts, principles, and methods to ensure their successful implementation within the Intelligence Community (IC).
Advise IC and Office of the Director of National Intelligence (ODNI) senior leadership on the development, implementation, and management of complex HC programs which are based upon ambiguous guidelines requiring extensive interpretation and ensure programs are aligned with and directly support the IC's strategic mission objectives.
Qualifications
Expert knowledge of the mission, charter, roles and responsibilities of ODNI and of individual IC organizations.
Expert knowledge of training programs, courses, and other instructional methodologies, including the ability to identify, evaluate, and recommend appropriate courses, programs, and solutions to develop required workforce skills and abilities.
Expert ability to collaborate both internally and externally across organizations in a fast-paced national level environment.
Experience in delivering, assessing and improving learning and professional development programs, including curriculum development/instructional design, and the ability to translate workforce development needs based on IC missions, into high-quality, high-impact instructional and learning programs.
Expertise using technology for learning delivery.
Strong oral and written communication skills and demonstrated success in student engagement with instructional methods that address a variety of learning styles, including collaborative techniques.
Desired Requirements
Expert knowledge and experience in applying adult learning principles and methodologies to the design and/or selection of courses.
Experience delivering instruction to adults both virtual and in-person.
