The primary purpose of this position CONTRACT MANAGER, GS-1101-07 T 11, is to manage and analyze all support service/commodities contracts that are under management control of the 309th AMXG. This includes analysis of the overall effectiveness and performance of these contracts.

Duties

Assess progress in assigned projects/programs including cost estimates, schedules, and performance supportability requirements by applying known methods and procedures. Plan, organize, and coordinate activities of contract management, engineering, manufacturing, and program controls and data data management. Review and direct through reports and performance records, the progress of contractors in meeting contract objectives. Prepare and present staff studies to the group/squadron and other management officials.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. GS-7 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-5), or equivalent in other pay systems. Examples of specialized experience includes applying common analytical and evaluation methods and techniques to issues or studies concerning the efficiency and effectiveness of contract management services; Ability to apply accepted requirements, work techniques, and procedures related to contract management; and skill in applying this knowledge to the planning and accomplishment of the work assignments that are procedural in nature. OR EDUCATION: Applicant must have one full year of graduate level education or superior academic achievement. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed 4-year course of study leading to a bachelor's degree, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) or will have one year within 120 days of closing of this announcement,of specialized experience at the next lower grade (GS-7), or equivalent in other pay systems. Examples of specialized experience includes the ability to analyze, evaluate, fact-find, and investigate techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives; perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly; apply analytical investigative techniques to accomplish work in the subject-matter field. OR EDUCATION: Applicant must have successfully completed a master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of one full year of graduate level education or superior academic achievement and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) or will have one year within 120 days of closing of this announcement,of specialized experience at the next lower grade (GS-9), or equivalent in other pay systems. Examples of specialized experience includes the ability to gather and analyze a variety of contract information, make sound judgements concerning contract progress, and effectively communicate recommendations orally and in writing to higher organizational management and contracting officer; Apply principles, policies. legal requirements, and practices of contract management to plan, organizes, and manages critical aspects of the production of contracts/contractors; ability to coordinate such aspects of contracting program control, to effectively implement contract management and direction. OR EDUCATION: Applicant must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed a master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Due to the use of 120-day rosters, applicants within 120-days of completion of TIG requirements are encouraged to apply. Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of laws, principals, policies, and practices of contract and program management. Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities. Knowledge of the missions. roles, functions, organizational structures, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence the contract process and contract management. Ability to communicate both orally and in writing, clearly, concisely and with technical accuracy. Ability to plan, organize, and manage critical aspects of contract development, production, and support and integrate, analyze, and manage a variety of contract functions and personnel in support of the process. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
