This position is located in the Pathology and Laboratory Service at the Atlanta VA Medical Center. This position will serve as a phlebotomist, specimen processor, and customer service support in the Laboratory Specimen Processing Section performing support duties for Atlanta VAMC wards and outpatient clinics.

Duties

Evaluates laboratory order / request to determine the suitability of specimen to collect. Collects specimen using the correct tube for testing. Uses various types of phlebotomy equipment (e.g., butterflies, vacutainer system).Processes Microbiology, Hematology, Chemistry, Serology, Blood Bank, and Immunology specimens for testing. Processes a variety of laboratory specimens using processing methods (centrifugation, splitting specimens into aliquots, and separation of components) in accordance with established laboratory policies and procedures. Prepares, inputs and transmits specimen information for shipment to reference laboratory for testing. Documents maintenance on refrigerators and centrifuges and ensures quality assurance and approximately functionality is maintained. Explains the purpose and procedure for tests to the patient. Demonstrates effective skills in communicating rally/writing to exchange information and resolving customer related problems. Understands the basic medical implications of laboratory tests. Accessions, Accesses or retrieves patient lab report with ease. Ensures all cancellations are documented appropriately per lab policy. Accesses pertinent health data from the VISTA Appointment Management and Computerized Patient Record System (CPRS).Promotes safety while utilizing the computer, such as proper body mechanics, and ensures that liquids are not in the proximity of computer. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/01/2024. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-4. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (a) technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic, and blood banking; especially, high volume Phlebotomy) and preparing reports of findings or (b) technical support work in a closely related field, i.e. biological laboratory technician work, that required application of the methods and techniques for the position to be filled. OR, Education: Successfully completed of a full 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in subjects appropriate to the position to be filled. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS for your education to be considered. OR, Combination: Equivalent combinations of post-high school education and specialized experience, as described above. Note: only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirements. Two full academic years of study, or 60 semester hours, beyond the second year is equivalent to l year of specialized experience. (Transcripts must be submitted at time of application) This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires some physical exertion, such as regular and recurring light lifting, walking, bending, or standing. In many situations the duration of the activity (such as most of the workday) contributes to the arduous nature of the job. In other situations, such as in a laboratory, there may be special requirements for agility or dexterity, such as exceptional hand/eye coordination, or color differentiation. The incumbent will be required to use protective clothing or gear such as masks, gowns, boots, goggles, gloves or shields to moderate risks.
