This position will serve as a phlebotomist, specimen processor, and customer service support in the Laboratory Specimen Processing Section performing any or all of the following duties in support of Atlanta V AMC wards and outpatient clinics, and local area clinics who may refer eligible patients 10 Atlanta VAMC for laboratory services. Work may be performed in the laboratory, or in patient care areas of the hospital.
Duties
Performs venipunctures by correctly identifying patients as to name and full social security number, selecting appropriate collection devices (i.e., proper collection tube, appropriate anticoagulant, etc; adhering to correct order of draw and taking any necessary precautions in specimen preparation (i.e., mixing, protect carotenes from light, place ammonias in ice slurry, etc.).
Selects and cleans an appropriate venipucture site.
Delivers specimens from collection areas to the main laboratory for analysis and/or prepares specimens for transport for off site locations.
Follow laboratory procedures for collecting specimens in the appropriate container, maintains specimen under appropriate conditions, following guidelines for collecting timed specimens, blood cultures and compatibility (cross-matches).
Logs telephone requests for tests, ensuring proper orders are obtained and specimens are collected according to the urgency or specific time indicated.
Assist in the purchase, inventory, and distribution of various laboratory supplies.
Applies basic specimen collection requirements regarding infection control techniques, site selection, and integrity of sample
Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-5 position, Candidates may be advanced without time restriction to positions up to GS-5 if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under his or her latest non-temporary competitive appointment. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
License: Applicants must possess a phlebotomy license from the American Society of Clinical Pathologists (ASCP) or a Phlebotomy Certificate of Completion from an accredited organization
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled.
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completion of a full 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in subjects appropriate to the position to be filled
Preferred Experience: Experience performing blood draws on human patients. Ability to perform a variety of laboratory tasks such as collecting, processing and managing various lab specimen. Knowledge of proper specimen collection techniques (phlebotomy/venipuncture, finger sticks urine, sputum, tissue etc.); selects appropriate site for sample collection to minimize patient discomfort; uses correct containers and labels; monitors.

Physical Requirements: Work requires extended periods of staying in one position, sitting or Standing, some light (less than 40 pounds) lifting, and attention to detail and concentration when verifying patient identification and teat request data, and when accessioning and labeling specimens. This may be intermittent with periods requiring physical activity such as walking moderate distance.
