This position is part of the Defense Security Cooperation Agency. The incumbent will serve as the senior security assistance analyst providing guidance and advice to U.S. industry, embassy country teams, DoD, State Department and MILDEP counterparts on the execution of security cooperation program's Direct Commercial Contracts.

Duties

As a SECURITY ASSISTANCE ANALYST at the GS-0301-14 some of your typical work assignments may include: Serves as a Security Assistance Analyst with responsibility for assisting in the development, promulgation, and monitoring of policies, procedures, accounting and special projects required to administer direct commercial contracts financed with Foreign Military Financing funds to ensure that the Security Assistance Program (for participating countries) operates in an effective and responsive manner. Works closely with various Country Portfolio Directors (CPD); the offices of Security Assistance personnel at the Military Departments; key personnel in the Defense Contract Management Agency; the Defense Contract Audit Agency; the Departments of State, Homeland Security (Customs) Justice and commerce; and Congressional staffs. Provides oversight of all contracts to ensure compliance with established Agency guidelines and statutory requirements. Review, coordinates, and recommends for approval the final contractual and purchase order products originating from supporting personnel. Revises government policy covering the agency's guidance for administration of contracts ensuring it is complete, consistent and in consonance with current US laws, DoD policies and the Federal Acquisition Regulations, as it applies to accounting, procedures, acquisitions and contracting guidance. Conducts research, analyses data and provides input to meet country unique Congressional reporting requirements.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Managing critical Security Cooperation (SC) programs to execute national security objectives; Managing/auditing contracts, and/or Direct Commercial Contracts; Developing, implementing, and monitoring policies, procedures and special projects related to SC Programs; Applying knowledge of foreign military financing. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This is a Key Security Cooperation (SC) position due to the essential nature of the position's duties and responsibilities which require the incumbent to issue guidance, make decisions, and/or direct SC activities that directly affect the execution of SC programs and activities. Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384, and DoD Instruction 5132.15, "Implementation of the Security Cooperation Workforce Certification Program". Incumbent must complete DoD SCW Intermediate-level certification. Incumbent must complete Basic-level courses within one year and Intermediate-level courses within two years (3 years total).
