The Veterans Health Administration (VHA) has adopted the HR Modernization and Shared Services Implementation. This improvement to HR service delivery will best support the needs of the network's diverse workforce and the expectations of management related to the acquisition, compensation, retention, and performance of staff.
VISN 20 is hiring an HR Assistant to work in the Technical Review functional area (on-site) at one of the listed locations.
Duties
Major duties include:
Processing a wide range of personnel actions for full-time, part-time, and intermittent employees in the personnel processing system (HR Smart).
Reviewing Personnel Action Requests (PAR) for appropriateness, accuracy and inclusion of supporting documents
Initiating loss actions, mass personnel actions and other basic personnel actions (e.g., changes to BUS codes, FLSA codes, PD#'s, Cost Center changes, etc.).
Processing data changes such as email address updates, education data updates, profile changes, citizenship, and position to personnel records when other personnel actions are not necessary.
Reviewing and ensures all actions and updates made in HR Smart have flowed and updated properly in the Defense Civilian Payroll System (DCPS) and Notification of Personnel Actions (SF 50s) are in eOPF.
Ensuring that Standard Form 50s are filed accurately, and timely; prior service folders are requested when necessary, and separating employee files are processed.
Ensuring eOPF records (transferring and separating) contain the correct documents (Standard Form 1150, Performance Evaluations within the last 4 years, etc.) in accordance with the Guide to Personnel Record Keeping
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: To be determined by supervisor Monday - Friday.
Compressed/Flexible: May be available for highly qualified candidates.
Telework: This position is eligible for ad-hoc telework only. Ad-hoc telework is defined as situational telework that is approved on a case-by-case basis. Examples of situational or ad-hoc telework include telework as a result of inclement weather, doctor appointment, or special work assignments.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/28/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement.
For a GS-05 position, candidates may be advanced to GS-5, if the position is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under a non-temporary competitive appointment.
For a GS-06 position you must have served 52 weeks at the GS-05.
For a GS-07 position you must have served 52 weeks at the GS-06.
You may qualify based on your experience and/or education as described below:
GS-05 Specialized Experience: Specialized experience includes: experience in an administrative support role implementing basic human resources (HR) rules, procedures, and operations sufficient to accomplish routine HR related tasks; providing routine information; assisting with completion of forms; requesting & maintenance of records; utilizing a personal computer, terminal, and office software programs to enter data, complete forms, and correct errors and omissions in HR documents, files, and records, as needed. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years of education after high school. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond high school.
GS-06 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Specialized experience includes: experience in a role within an HR office accomplishing routine support tasks; providing routine information; initiating HR actions; requesting and maintenance of employee and HR records; utilizing automated systems to enter data, complete forms, and correct errors and omissions in HR documents, files, and records as needed.
NOTE: There is no education substitution at this grade level.
GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Specialized experience includes: experience in an HR office performing a wide variety of human resources support duties; providing technical support to Human Resources Specialists (e.g., maintaining case files and ensuring documentation is in compliance with established guidelines and procedures); answering a variety of inquiries from employees; application of human resources (HR) rules, procedures, and operations; experience processing and tracking human resources related actions; utilizing office automation to prepare HR documents and extract, revise and sort information.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily performed while sitting, although some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites.
