This position provides Network-wide human resource support work in the VISN 20 Shared service Unit (SSU/SBU) that entails determining the approach and methods needed to process personnel actions, and ensure related Worklife Benefits (WLB), Leave Administration and Reasonable Accommodation (RA) functions are completed in a timely fashion.

Duties

Duties include but are not limited to: Processing personnel actions for employees. Maintains electronic official personnel folders (e-OPF) and generating and maintaining records and reports. Responsible for daily monitoring of personnel information systems (for example, Manager Self Service) for actions related to the duties of the section. Follows up with employee or service as appropriate for any missing information. Initiates all personnel action requests related to benefits, leave, and records (such as name changes, education changes, health insurance enrollment, life insurance changes, Military Status, Service Computation Dates (SCD) changes, changes in veteran's preference, and Thrift Savings Plan (TSP) changes). Reviews requests for completeness and accuracy to determine nature of action indicated on request for personnel action. Determines employees' benefits eligibility (for example, life and health insurance, leave group, federal retirement vs. social security). Codes personnel actions for employees under different pay systems; verifies accuracy of generated personnel action for all coded entries; verifies accuracy of HR Smart action to ensure action processed. Responsible for using the DFAS Remedy system to initiate corrections relating to the duties of the section. Provides technical guidance, information, and assistance for the Reasonable Accommodation (RA) program. Provides support to current staff and prospective staff responsible for starting, stopping, or changing employee benefits upon request. Supports the work-life programs within HR including Compressed Work Schedules, telework program, Disabled Veteran Leave, Child Care Subsidy and Transit Benefits. Responsible for reviewing and routing all requests for Worklife benefits submitted to HR. Serves as a point of contact for medical centers and other facilities and provides information regarding the Worklife programs. Attends health benefit carrier enrollment fairs to assist with open season. Provides administrative support by responding to questions, complaints, problems, or situations, and providing explanations of HR policy in WLB/RA. Assembles WLB/RA case files and obtains information from relevant sources necessary for the HR Specialist to determine appropriate guidance/advice to management. Prepares correspondence, reports, forms, and other documents required to complete actions. Assists the Specialist with the preparation of RA offers and Equal Employment Opportunity (EEO) document requests and hearing files. Collects information and prepares draft responses to Freedom of information and/or Privacy Act requests. Performs other duties as assigned Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 01/24/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. For a GS-07 position you must have served 52 weeks at the GS-06.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: GS-06 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience in a clerical/administrative support role with some duties related to human resources; receiving and reviewing benefits enrollment forms for accuracy; providing general information to employees related to benefits, leave programs and reasonable accommodation (RA); obtaining, inserting, and correcting missing and incorrect data in Worklife Benefits and Reasonable Accommodation files and automated HR systems such as HR Smart and eOPF. GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: experience in a position in a Human Resources Department with duties such as processing of personnel actions for employees; maintaining electronic official personnel folders (e-OPF); generating and maintaining records and reports; initiating personnel action requests related to benefits, leave, and records(such as name changes, health insurance enrollment, life insurance changes, Military Status, Service Computation Date (SCD) changes, changes in veteran's preference, and Thrift Savings Plan (TSP) changes); determining employee benefits eligibility; support of work-life programs within HR (e.g. Compressed Work Schedules, Telework program, Disabled Veteran Leave, Child Care Subsidy and Transit Benefits); assembling RA case files and obtaining information from relevant sources necessary to determine appropriate guidance. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, small boxes, or books.
