As a Procurement Analyst, you will serve as an expert and provide authoritative advice and guidance to the workforce of the division as well as GSA stakeholders and partners. Location of position: GSA, Public Buildings Service, Acquisition Management Division in Anchorage, AK; Portland, OR; Seattle, WA; Spokane, WA or Tacoma, WA. We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

Serves as Acquisition Program Manager to the assigned program area, providing direction and advice to Regional and Business Line Offices and other field activities in areas of planning, strategy, and execution, which may include evaluation of management and business data, contract negotiation advice, advising on new requirements for the program, and influencing resolution of highly complex problems. Serves as liaison between our region, other regions, national office, and external partners and customers for the Acquisition Program assigned, which will require expert knowledge of program objectives, scheduling, and interrelationships, skill in interpreting policies to solve unprecedented problems, and an active role on national teams and pilot programs, necessitating the use of innovative procurement techniques. Acts as supporting functional administrator for key procurement related Electronic Information Systems (EIS), including but not limited to Electronic Acquisition System Integration (EASi), Federal Procurement Data System (FPDS), System for Award Management (SAM), and Contractor Performance Assessment Reporting System (CPARS). Serves as primary (or support) division consultant for major reporting systems such as Business Intelligence (BI) and Data to Decisions (D2D). As a Federal Acquisition Regulation (FAR) and General Services Administration Manual (GSAM) expert, conducts reviews of contracting actions to ensure compliance with applicable policy, administrative procedures, regulations, and statutes. Analyzes procurement performance against established indicators and recommends avenues for improvement by using considerable judgment, initiative, and resourcefulness. Serves as procurement advisor, ensuring staff and management are kept up to date on procurement policy; Issues materials to inform, clarify and explain procurement regulations to contracting personnel and conducts or arranges for training to improve acquisition practices.

Qualifications

For each job on your resume, provide: the exact dates you held  each job (from month/year to month/year) number of hours per week you worked (if part time).     If you have volunteered your service through a National Service program (e.g., Peace Corps, Americorps), we encourage you to apply and include this experience on your resume.For a brief video on creating a Federal resume, click here.  The GS-13 salary range starts at $116,811 per year for Anchorage, AK; $111,234 for Portland, OR; $115,793 for Seattle and Tacoma, WA; and $103,728 for Spokane, WA.If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.   You must meet the requirements in 1, 2, or 3 below: 1. All of a, b, and c below:(a) Completion of Training/Certification: FAC-C (Professional)  or DoD Contracting Professional Certification. (b) At least 4years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. 2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position.  However, to be promoted you will have to meet Option 1 or 3.   3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist. Specialized experience is one year of experience equivalent to the GS-12 in the Federal service.  Specialized experience is experience performing the full range of pre-award and post-award activities for the acquisition of a variety of complex or specialized products, construction, or services utilizing performance based provisions in various types of contracts such as Firm fixed price; OR experience applying contracting regulations, policies, and procedures and an organization's program and technical requirements to conduct reviews of contracts or contracting actions and recommend or plan improvements to an organization's procurement program.  This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment.
