This position is located in the Small Business Administration in one of GCBDs Area Offices or a major federal procurement installation site or other listed location. This position serves as an authoritative area program point of contact for SBA staff, federal
agencies, businesses and Congress.
Duties
Assists the Area Director in the implementation of the agency's five (5) office of Government Contracting (GC) mission programs including, the Prime Contracts Program, Subcontracts Program, Certificate of Competency (CoC) Program, Size Program, and Timber Program; acting as the alter-ego of the Area Director as necessary.
Leads the development and execution of annual SBA compliance audits (Surveillance Reviews) to assess the quality and effectiveness of a Federal activity's implementation and execution of its small business program.
Represents the SBA independently as the Area's most senior PCR to multiple federal procurement centers (PCs) regarding procurement policy or operations which affect SBA's small business programs and small business interests. Serves as Area-wide PCR and subject matter expert (SME) for Federal procurement within the Area Office and is not limited to specific local PCs. Reviews and monitors procurement requests from all assigned PCs to evaluate their impact on small business and competition and makes recommendations to improve small business participation when warranted.
Provides supervisory and administrative guidance and oversight to Area Office Procurement Center Representatives (PCRs), Commercial Market Representatives (CMRs), Industrial Specialists (IS), and Program Management support personnel. This includes setting and rating annual performance achievements, counseling performance, approving leave, and providing support in order that employees can effectively accomplish their work.
Ensures all required Area Office reports are submitted correctly and in a timely manner.
Requirements

- You may be required to serve a one-year supervisory probationary period.
Qualifications
A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-12 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
AND
B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Transcripts must be included in your application.
C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver as noted under Paragraph D in the GS-1102 Contract Series qualification standard at www.opm.gov.

Specialized Experience: GS-14: At least one (1) year of specialized experience (equivalent to at least the GS-13 grade level in the Federal service) obtained in either the private or public sector. 1) applying and interpreting knowledge of federal procurement small business laws, regulations, policies, and procedures; AND 2) supporting small businesses for compliance with regulations pertaining to federal contracts or subcontracts; AND 3) determining that small businesses are eligible to compete for federal contracts (i.e.. Small business Procurement Analysis; Subcontracting Analysis, Size Determinations, Natural Resource Procurements, Determination of Responsibility or Competency)..This information must be clearly documented in the resume.

TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled

You must possess a FAC-C(Pro) / DAWIA Professional certification OR industry equivalent such as the NCMA Certified Professional Contract Manager or a combination of experience and education that evidence comparable skills to FAC-C(Pro). ).
