This position is located in the Office of the Chief of Staff, Informatics and Analytics Service of the Ralph H. Johnson VA Medical Center (VAMC) in Charleston, SC.
Duties
The Supervisory Management and Program Analyst - Chief of Informatics' primary responsibility will be to manage the informatic department within the Informatics and Analytics (I&A) service to support the data analytic reporting needs of the facility. The Chief of Informatics serves in dual roles of consultant and supervisor of the Informatics
section within I&A. He/she is responsible for oversight of the departmental workflow
and project assignment to staff to ensure timely and accurate completion of projects and data requests.
Duties include but not limited to the following:
Assigns staff to complete initiatives and is expected to exercise and to collaborate effectively with complex and competing activities.
Supports facility data development, analysis, data mining, and reporting and program development for clinical operations content areas.
Designs and implements National studies and analyses and performing analytical and evaluative work related to specific content areas.
Planning and execution of Health Informatics in a manner that integrates and aligns operations, delivery and management of services with the accomplishment of the Medical Center's core mission, delivering health care and patient safety.
Manages the overall design and development of the facility data warehouse architecture.
Provides and manages regular and timely reports on facility critical data to include but not limited to workload capture, resource utilization, and information management utilizing available platforms to include Microsoft Business intelligence tools, SSDT, Power BI, Dynamics 365, and Pyramid Analytics.
Assists and assigns staff in evaluating information and making recommendations for effective organizational changes, including those related to the collection and analysis of information.
Participates in organizational analysis for portions of key VA or VHA programs or specific national projects.
Translates data into meaningful management information.
Assists in producing information and helps evaluate/analyze, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives.
Instructs staff and assists in developing training materials or other tools to assist facility staff and leadership in utilizing data and reports that are produced.
Maintains project tracking for assigned projects including change control, documentation, and notification to key stakeholders.
Develops and maintains data definitions for assigned reports in easily understood language, and in the format prescribed.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/05/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience include, programming techniques and languages including XML, OLAP, etc. to ensure that facility analytic and development needs are met; Pyramid Analytic report and dashboard development to impact key performance metrics which will be used throughout the facility; utilization of VA corporate databases, including those related to performance, Non-VA Care, financial management, enrollment, planning, workload, and clinical operations; and practices related to employee conduct, performance and dispute resolution. Note: Your experience must be detailed in your resume to receive credit.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. The incumbent might be required to move from one geographic location of the facility to another with occasional travel to the Community Based Outpatient Clinics (CBOC) in South Carolina and Georgia. The work places no special physical demands on the employee.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
