Duties

This position is located within the Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), Environmental Compliance Division (ECD) in Sterling, VA. At the full performance level (GS-14) the major duties of this position include, but are not limited to the following: Serves as Bureau expert exercising broad perspective when applying a thorough knowledge of the principles, concepts, and practices relating to OCS environmental protection programs as related to compliance and enforcement activities. Supervises Environmental Compliance Program Branch of ECD. Develops and recommends BSEE policy for handling all OCS ECD issues, both those initiated by BSEE and those referred to BSEE by other agencies and the general public. Coordinates with National Tribal Engagement Program to ensure BSEE missions are met in a collaborative and consistent manner. Works collaboratively with other organizations and program leads to develop guidance, procedures, Memoranda of Understanding, Memoranda of Agreement, or Interagency Agreements related to OCS environmental compliance and enforcement activities. Works with several offices and groups performing a variety of functions to gather data (rules, regulations, lease stipulations, Notices to Lessees and Operators, Incidents of Noncompliance, National Environmental Policy Act (documents, Investigative Reports, etc.) needed to monitor, validate, and enforce environmental compliance. Reviews proposed legislation, regulations, and Executive Orders for impact upon the BSEE ECD and makes appropriate recommendations. BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Information Sterling, VA GS-14, Step 1: $139,395 - Step 10: $181,216 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available.

Qualifications

Minimum Qualification Requirements: To qualify for this position, you must meet the Specialized Experience for the series to which you are applying. Specialized Experience To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Experience managing a variety of unrelated tasks and projects simultaneously, while remaining able to assess unusual circumstances, with experience supervising a branch of other environmental protection specialists and coordinating with the National Tribal Engagement Program. 2. Experience developing and implementing standards, guidelines, or techniques which involve significant departures from current practices. 3. Demonstrated experience applying management practices and procedures required to review plans and provide problem solving for issues of significance to environmental programs and functions. 4. Experience preparing, summarizing, and/or editing policy papers, guidance, technical reports, contracts, analyses and articles. 5. Experience with being a lead or with being an active participant in working groups, task forces, and inter-Agency committees formed to complete technical, or policy tasks need to achieve Departmental/Bureau/Division goals and to ensure integrity of actions.
