Duties

This position is located within the United States Department of the Interior, Office of Renewable Energy Programs. This position can either be located in Sterling, Virginia or be virtual. This is a temporary assignment not to exceed three years but may be extended at management's discretion. The selectee will be given a temporary promotion if eligible or be placed on a lateral detail if already serving at the advertised grade level on a permanent basis. If selected from outside of the sponsoring agency, the employee may not have return rights to their former position. At the full performance level (GS-14) the major duties of this position include, but are not limited to the following: 1) Coordinate all aspects of the preparation, review and publication of environmental compliance documents, such as National Environmental Policy Act (NEPA) environmental impact statements (EISs) and environmental assessments (EAs); and Coastal Zone Management Act (CZMA) consistency determinations and certificates. 2) In the case of contracted environmental compliance documents, prepare statement of works, review/track the project's progress, serve as a Contracting Officer Representative, and serve on Technical Evaluation Proposal Evaluation Committees. 3) Lead multidisciplinary teams of bureau scientists in the preparation and review of EISs and other environmental compliance documents. 4) Arrange and conduct public scoping meetings, public hearings, and information meetings. 5) Provide guidance, instructions and critical review for EBRE's subject matter experts. 6) Represent BOEM at professional meetings, Intergovernmental Task Forces and committees involving Federal, State, or private agencies and individuals where expertise of subject matter is required. The Bureau of Ocean Energy Management has determined that the duties of this position are suitable for telework and the selectees may be allowed to telework with supervisor approval. Salary Information: Sterling, Virginia: GS-13, Step 1: $112,015.00 - GS-13, Step 10: $145,617.00 per annum. GS-14, Step 1: $132,368.00 - GS-14, Step 10: $172,075.00 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available.

Qualifications

To qualify for the GS-13, specialized experience is defined as demonstrated experience: 1) Coordinating the preparation of Environmental Assessments and/or Environmental Impact Statements under NEPA; 2) Coordinating with and reviewing the work of environmental subject matter experts or an interdisciplinary team; 3) Familiarity with FAST-41 or equivalent statute or order; and 4) Analyzing environmental impacts from infrastructure projects, energy development, or marine activities. MUST MEET ALL. To qualify for the GS-14, specialized experience is defined as demonstrated experience: 1) Preparing Environmental Impact Statements under NEPA or consistency determinations under CZMA; 2) Coordinating with and reviewing the work of environmental subject matter experts; 3) Coordinating with other Federal agencies under FAST-41 or equivalent statute or order; and, 4) Serving as a technical expert providing information to management and leadership on environmental statutes, laws, regulations, executive orders and related implementation guidance.
