You will serve as a SUPERVISORY OPERATIONS RESEARCH ANALYST in the PROGRAMS ANALYSIS & EVALUATION DIV of HQ US MARINE CORPS.

Duties

You will serve as an authority in cost analysis of weapon systems and automated information systems (AIS) as well as an authority on methods to improve cost estimating/analysis on Navy and Marine Corps acquisition programs. You will prepare independent cost analyses and assessments of acquisition programs, develop cost models and cost estimating relationships, and perform risk, uncertainty and sensitivity analyses. You will manage a portfolio of programs and be the technical subject matter expert for that portfolio, providing insight and technical analysis results to the team and management. You will clearly communicate findings to top levels of Department of the Navy (DON) management within demanding time limits and have close interaction with cost estimating and technical representatives. You will initiate and conduct studies to improve methodologies for estimating life-cycle costs and review such studies. You will evaluate and develop, through the use of mathematical, statistical, economic, and engineering techniques, cost models and cost estimating relationships for programs which reflect schedule, engineering, performance and economics factors. You will review the nature and quality of cost data sources and evaluate their relevance to analyses, recommend action for the improvement and use of such sources, and establish relationships with data providers. You will plan and assign work, set priorities, provide technical and administrative oversight, advice and instructions, and schedule work as necessary to assure effective and expeditious accomplishment of priority work.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Professional and Scientific experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. providing technical guidance and advice on cost estimating and analysis; preparing and evaluating cost analyses and assessments; collecting data and developing cost models and cost estimating relationships; AND analyzing operational and relational aspects of program cost. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual. Applicants must possess:

Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science.

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (https://www.ed.gov/). Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.
