At the Financial Crimes Enforcement Network (FinCEN), we are at the forefront in preventing and detecting terrorist financing, money laundering, and other financial crime. Serve at the nation's financial intelligence unit and protect the United States financial system from criminals and terrorist financiers.

Duties

This position is located in our Strategic Operations Division. As Implementation and Outreach Director, you will: - Oversee the implementation of the beneficial ownership reporting regime, a first-of-its kind reporting database, which will provide critical beneficial ownership information to law enforcement and others. - Work closely with the Associate Director, SOD, senior leadership at FinCEN, and senior leadership in the Department of Treasury in order to motivate beneficial ownership implementation and outreach. - Prepare and deliver briefings and assessments related to the Section's work and presents them to the FinCEN, TFI, and Treasury Department officials. - Maintain strong and continuous liaison relationships with senior representatives of law enforcement, national security, regulatory, foreign law enforcement, and other agencies key stakeholder organizations , as well as reporting companies, financial institutions, and interest groups, to effectively implement a comprehensive and functional reporting system. - Serve as the lead representative of SOD and FinCEN in internal and external meetings concerning beneficial ownership implementation and outreach. - Independently represent FinCEN in domestic and international outreach events concerning beneficial ownership, including by giving speeches, participating in panels, and supporting senior leadership in beneficial ownership outreach events. - Formulate, plan, and direct programs in support of FinCEN's mission, including by developing and continually adapting long and short-range strategic planning for beneficial ownership stakeholder outreach. - Serve as a subject matter expert on beneficial ownership, and apply expertise to a wide range of applications including public-facing documents, draft laws and regulations, policy documents, and other matters.

Requirements

Qualifications

You must meet the following requirements by the closing date of this announcement. Specialized experience for the GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position is defined as experience in all the following areas: - Providing advice, insights, and interpretations to public and/or private sector audiences about anti-money-laundering/combating the financing of terrorism and/or beneficial ownership policy issues, or similar financial statutes or regulations. AND - Experience developing effective written and oral communications for diverse audiences about complex and potentially controversial policy (i.e., government policy or internal corporate/organizational policy) topics The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
