You will serve as an Electromagnetic Environments Chief Engineer in the Systems Engineering Department of NAVAIRWARCENAC DIV. This position will be responsible for addressing emerging impacts of shipboard radar systems to Navy aircraft; leading efforts to ensure Navy aircraft can operate in their intended electromagnetic environments (EME) and analyze their environments to determine test requirements; and coordinating aircraft and E3 test capability across Navy program offices and customers.

Duties

You will address the impacts of emerging transmitter systems to naval aircraft. You will provide technical support of Navy surface ships and land-based systems to ensure that Navy aircraft are safe to operate in complex electromagnetic environments. You will be responsible for analyzing Hazards of Electromagnetic Radiation to Personnel (HERP), Electromagnetic Vulnerability (EMV) of aircraft, and coordinating with technical staff to assess Hazards of Electromagnetic Radiation to Ordnance (HERO). You will ensure that all Navy aircraft are evaluated and hardened to the emerging Radar transmitters that are planned to be fielded across multiple air capable ships. You will coordinate with E3 test facilities to develop new test criteria and capabilities to accurately simulate new transmitters in a controlled test environment. You will provide program stakeholders with guidance on E3 aircraft areas such as electromagnetic interference control, the effects of electromagnetic environments, and required system protection for research, development, test, and evaluation. You will manage a variety of technical disciplines and provide leadership to numerous technical personnel, and ensure technical requirements are met through proper tasking and coordination of available professional/technical resources. You will accomplish other duties as assigned.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

Your resume must demonstrate at least one year of specialized experience as a Professional Engineer, Mechanical, Electrical Engineer, Electronics Engineer, and/or an Aerospace Engineer equivalent to the STRL DP-04 Pay Band or equivalent GS Grade Level (GS-12/13) in the Federal Service or equivalent experience in the private or public sector. Examples of specialized experience for this position include: 1) Demonstrating progressive job-related experience and understanding of aircraft systems electronics circuit elements, equipment, components, and subsystems; 2) Providing engineering and technical support for a full range of activities regarding analysis, design, testing, procurement, installation, and operation of complex electromagnetic effects of aircraft systems; 2) Applying extensive working knowledge of aircraft systems and shipboard operations to support assigned program requirements; 3) Interpreting policies promulgated by authorities to determine their effect on assigned program needs; 4) Directing the planning of resources to accomplish major blocks of the engineering endeavor; and 5) Assisting in determining the direction of technical work performed by others as well reviewing work of others and providing coordination and critical insights into their progress towards meeting agency mission and program goals. Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
