Duties
The Program Specialist is responsible for planning, coordinating, and directing the work operations for the fleet vehicles at the Harry S. Truman Veterans Memorial Hospital (Truman VA) and remote sites under the general supervision of the Facility Operations Specialist and is located in the Transportation Unit in Facilities Management Services. The duties of the position include but are not limited to:
Oversees the day-to-day operations of a fleet center: managing a large diverse fleet of vehicles including a variety of special purpose vehicles, off-site contractor shuttle operations, GPS Telematics program; and support of the Transit Benefit Program to include carpool/vanpool.
Manages day to day fleet operations - programming, budgeting, acquisition, distribution and disposal of assets, accident management, maintenance, utilization, vehicle inventory, vehicle registration/license plates, managing offsite parking, preventative maintenance and recalls, and monitoring fuel card usage. Receives new vehicles and assigns to appropriate staff and centers.
Develops tools to manage and assess the financial aspects of fleet operations - fleet data (vehicle, driver, fuel usage, cost tracking, and analysis), budget, accident and incident reporting, local fiscal auditing conducted annually and HQ fiscal auditing bi-annual, and fleet charge cards.
Maintains cost efficient operations, ensuring maximum vehicle utilization and quality of service. Implements changes for cost and operational improvements.
Plans and coordinates the vehicle rotation program by reviewing utilization patterns, then scheduling and rotating vehicle usage to achieve maximum efficiency and economy.
Prepares specifications and requirements for nonstandard vehicles and equipment or determines if requirement can be filled by modifications of existing vehicles and procures accessory equipment locally.
Ensures that proper maintenance records are kept on all vehicles and equipment assigned to the Transportation Unit. Submits monthly, quarterly, annual cost, and estimated cost reports on vehicles.
Coordinates all maintenance requirements and directs station fleet management operations for Truman VA and remote sites.
Ensures operations comply with overall fleet management policies, previous training and procedures set by the Medical Center, VA and GSA guidelines, and previous training and procedures established by higher organizational levels.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/29/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of the range of administrative laws, policies, regulations, and precedents applicable to fleet administration, experience communicating with personnel at all levels of responsibility and authority to convey ideas, recommendations, and guidance to others in verbal and written format, and the ability to plan, organize, manage, schedule, research, interpret, analyze, and apply regulations, directives, policies, and guidance. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have:
Master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related . OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond what is required for the next lower grade level (GS-07: 1 full year of graduate level education or superior academic achievement).

Physical Requirements: Work is sedentary; however, it also involves walking, standing, bending, and carrying of items
including books. Travel is required for inspection of maintenance and repair work, accident investigation and visiting customer agencies. Incumbent's work is sedentary with occasional walking, bending, standing, and carrying light items such as files, forms, supplies and parts and driving motor vehicles for short distances.
