This vacancy is for a Supervisory Human Resources Specialist position in the Strategic Workforce Planning Branch, located at the U.S. Census Bureau Headquarters in Suitland, Maryland.
This Job Opportunity Announcement may be used to fill other Supervisory Human Resources Specialist, 0201, 14, FPL GS-14 positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.
Duties
Oversees strategic workforce operations through the application of HR plans and policies to support workforce planning.
Leads and provides consultative services through the implementation of HR practices and programs, including analysis of workforce planning and development.
Collaborates in planning and conducting complex studies while supervising others and applying EEO principles to all supervisory activities.
Briefs senior management and stakeholders on workforce planning to include organization function and linking them to desired competencies and skills.

Qualifications
Specialized Experience: For the GS-14, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13 in the Federal service. Experience for this position includes developing strategic human capital plans and conducting total workforce studies; managing organizational structures, organizational code assignments, and administrative systems; experience conducting risk assessments, developing data collection tools, and conducting competency assessments of talent needs.
Education: Education cannot be substituted for experience at this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer.
