This is a Direct Hire Authority (DHA) announcement utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service authorized by Section 1117, NDAA FY21, Public Law 116-283, and 5 USC, Section 9905.

Duties

You will serve as Team lead/Information System Security Manager position within SEC C3T Mission Command Division, Cyber Engineering Branch. You will serve as TL/Information System Security Manager (ISSM), providing technical direction, planning, and leadership for the Cybersecurity Team. Resolve problems associated with the Cybersecurity Program, Risk Management Framework, and Information Systems/Networks/Platform Information Technology. Responsible for the planning, alignment, and integration of all RMF activities for the Division systems into the overall mission objectives and schedule. Ensures all personnel performing functions identified in DoD 8140 are certified and appointed with appropriate DCWF/ATCTS records. Provides expert advice or represents the organization in the field of Cybersecurity. Lead team in maintaining a constant state of audit readiness of entries in IT, Cybersecurity repositories and portfolio systems. Provides expert advice or represents the organization in the field of Cybersecurity. Reviews the status / progress of the work of team members to ensure the technical quality of the supervisor’s instructions have been met. Participates with the supervisor in workload planning and budgeting, and provides input to personnel management decisions (e.g., promotions, reassignments, awards, performance appraisals). Analyze vulnerabilities to determine risks to the system, considering system development and operational environments, threats, and vulnerabilities.

Requirements

  • This position requires Information Assurance Management (IAM) Level I certification. The incumbent must be able to obtain certification within six (6) months of appointment in accordance with DoDD 8140.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management certification within 36 months as of entrance on duty.
  • This position requires temporary duty (TDY) travel up to 25% of the time. Subject to travel on short notice (e.g., less than 24 hours' notice).
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

Basic Requirement for LEAD IT SPECIALIST (INFOSEC): Specialized and Other Experience: To qualify for this position, your resume must describe at least one year of specialized experience equivalent to the next lower grade level (DE-02 or GS-11) or equivalent pay band in the Federal service which includes 1) Support IT programs in the areas of Cybersecurity , Risk Management Framework, or Information Systems/Networks; 2) Plan Cyber activities for an IT program such as, but not limited to: operations, integration, cyberspace defense, performance effectiveness, information protection, or identity assurance; 3) Provide Cyber recommendations, technical guidance, or consultation to others. This definition of specialized experience is typical of work performed at the next lower pay band/grade level position in the federal service (DE-02/GS-11). The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.

Additional Information:
  • This position is covered under an alternative personnel system known as the Science and Technology Reinvention Laboratory Management Demonstration Project. The Demonstration replaces GS grade levels with occupational families and pay bands. The salary range of the position being filled will not be decreased with the change to pay bands. This position, Lead DE-03, incorporates GS-12 step 1 through GS-14 step 10 grade and salary levels.
