About the Position: This job announcement is for an Engineering Equipment Operator, WG-5803-08/10/11 position with the U.S. Army Corps of Engineers, Operations Division, Maintenance Section located in Pleasant Valley, IA. This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Duties described below reflect the full performance WG-5803-11 level: Make repairs and overhauls to mobile and floating cranes. Diagnose difficult performance problems on a wide variety of equipment and improvise replacement, assembly, repair, and troubleshooting techniques. Perform mechanical maintenance, overhaul, and repair a variety of gasoline- and diesel-powered heavy construction equipment such as cranes, wheel- and crawler-type tractors, excavators, compressors, and stationary engines. Perform preventative maintenance, repairs, and overhauls to a variety of towboats, launches, and survey vessels. Perform the repair of gasoline and diesel equipment at field locations. Perform mechanical maintenance, overhaul, and repair of various makes, types, and sizes of service and semi-trucks. Perform various tasks incident to cleaning tools, storing them in proper places, and the general maintenance of good housekeeping conditions in the shop area.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A medical examination is required. If selected, satisfactory completion of a medical examination is required before assignment to the position.
  • Subsequent annual physical exams are required for this position.
  • Must comply with Drug Abuse Testing Program requirements. This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing.
  • Must possess and maintain a valid stateside driver's license.
  • Must have or be able to obtain (within 3 months of assignment) a Class A Commercial Driver's License (CDL).

Qualifications

However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Heavy Mobile Equipment Mechanic~ without more than normal supervision. Failure to meet this Screen out Element will result in an ineligible rating. WG-08: To meet the screen out element applicants must show the ability to perform common tasks such as repairing equipment. I can repair engine powered equipment and brake systems and use various tools of the trade. WG-10: To meet the screen out element applicants must show the ability to perform common tasks such as repairing and modifying equipment. I can assist in repairing gasoline and diesel engine powered equipment and brake systems and use various tools of the trade and check vehicle operation to ensure efficient performance. WG-11: To meet the screen out element applicants must show the ability to perform some tasks such as repairing, overhauling, and modifying equipment and determining the cause of malfunctions. I am skilled in repairing gasoline and diesel engine powered equipment to correct mechanical malfunctions; repairing transmission and brake systems; using various tools of the trade, such as micrometers, pressure gauges, engine analyzers and dynamometers to determine malfunctions; and checking vehicle components and operation to ensure efficient performance. You will be evaluated on the basis of your level of competency in the following areas: Ability To Do The Work Of The position Without More Than Normal SupervisionAbility to Interpret Instructions, Specification, etc. (includes blueprint reading)Ability To Use and Maintain Tools and EquipmentKnowledge of Equipment Assembly, Installation, Repair, etc.Technical Practices (theoretical, precise, artistic)Trouble ShootingUse of Measuring Instruments Physical Effort: The employee works in tiring or uncomfortable positions for long periods. The work requires frequent standing, bending, reaching, stretching, climbing, and crouching. The employee frequently lifts and carries items, unassisted, weighing up to 40 pounds and puts forth similar strenuous effort while pushing, pulling, and positioning parts, assemblies, and equipment. The employee often lifts and moves heavier items 50 pounds or more with the assistance of others or lifting devices. Working Conditions: Work is performed both inside and outside. Inside work is in a well-lighted, heated, and vented garage building. Outside work may be performed adjacent to the garage building or in the field. Field assignments involve exposure to temperature extremes common to the normal construction season, and to generally unfavorable working conditions in as much as most heavy equipment repair in the field is in connection with ditching, levee building, etc. The nature of the work is dirty, greasy, and noisy. The use of hand tools in cramped areas and while in awkward body positions (bending, prone, or reaching) subjects the worker to possible cuts and bruises to hands and arms. There is limited exposure to drowning from falls over the side of boats or from accidents while underway.
