This position serves as the Director of Infection Prevention and Control (IPC) at the Phoenix Service Unit. The incumbent serves in a supervisory/management capacity overseeing the IPC Program including surveillance to analyze the organization's system of providing care, treatment, and services. This position is located in Phoenix, Arizona.

Duties

The incumbent serves as the Infection Prevention and Control (IPC) program Director, a recognized technical authority, responsible for implementing, coordinating and administering medical and dental IPC activities across the PIMC multidisciplinary campus involving clinical and non-clinical staff, patients, and visitors. Researches, analyzes, adapts, and applies related scientific research to IPC services and management throughout PIMC in clinical and non-clinical areas including such areas as pediatrics, obstetrics, gynecology, family practice, internal medicine, surgery, ambulatory care services, emergency medicine, construction, facilities, and supply chain logistics. Collaborates with public health epidemiologists on projects and communicable disease outbreak investigations aimed at identifying risk factors for infections and preventive measures to reduce such illnesses in local populations. Serves as the supervisor to plan, coordinate, direct, and improve the work to be accomplished by IPC specialists, in the grades of GS10 to GS12, to accomplish objectives of the PSU IPC program, including performance goals and priorities, and the scope, resources, and schedules for completion of work. Assists each IPC specialist with their professional development including attaining or maintaining certification and professional association with IPC professional bodies. Provides advice, counsel, and instruction to each IPC specialist for assigned tasks and administrative matters.

Note: Employees currently assigned to positions in this occupational series as of September 2017 will be considered to have met the basic requirements for the position occupied. BASIC REQUIREMENT(S): Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education (external link), Council on Accreditation of Nurse Anesthesia Educational Programs (external link), Accreditation Commission for Midwifery Education (external link), or an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained. OR Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools (external link) is required for individuals who graduated from foreign nursing schools. Licensure: For all grade levels and positions, applicants must have passed the National Council Licensure Examination (external link). In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. The selected individual is required to obtain and maintain medical staff clinical privileges, including any licensure requirements. If privileges are not obtained or maintained during employment, the employee will be subject to adverse actions, up to and including removal from Federal service. Licensure: For all grade levels and positions, applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Developing policies and procedures for infection control to ensure compliance with accreditation requirements. Knowledge of professional nursing principles, practices and procedure to adequately apply infection control practice to nursing and clinical programs. Knowledge of Department of Health and Human Services, Health Resources Services Administration, Centers of Medicare and Medicaid Services, Center of Disease Control and Occupational Safety Health Association's policies and guidelines. Ability to analyze data, conduct rounds and initiate the appropriate action with the findings. Skill in research methodology including design, data collection, and analysis required for interpreting current research articles and reports. Experience with conducting educational training on infection prevention in a large group setting. Skill with providing oversight, direction and coordination of projects and investigations related to infection control services. Basic Requirements for the GS-13 (or equivalent) Grade Level In addition to the mandatory license and education described above under Basic Requirements applicants must have at least one or more full years of professional nursing experience that is equivalent to the next lower grade level. SELECTIVE PLACEMENT FACTOR: Applicants who do not meet a selective factor are ineligible for further consideration. Must possess a current certification in Infection Control (CIC) through the Certification Board of Infection Control and Epidemiology, Inc. (CBIC). (Must attach copy of certification to application.) You must meet all qualification requirements within 30 days of the closing date of the announcement.
