The Battle Creek VA Medical Center is recruiting for several Intermittent Emergency Medical Technician (EMT) positions. This incumbent serves as the Emergency Medical Technician (EMT) in the Fire Section (Public Safety Service) at the Battle Creek Veterans Affairs (BCVAMC) Medical Center.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/30/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. SELECTIVE PLACEMENT FACTOR (SCREEN-OUT) - THREE Selective Placement Factors (SPF) have been identified for this position. Selective Placement Factors (SPF) are a prerequisite to appointment and represent minimum requirements for the position. Applicants who do not meet the SPF are ineligible for further consideration. Must possess a valid/State of Michigan or National Registry Emergency Medical Technician (EMT) issued license/certification for eligibility for employment. Must possess and maintain current Basic Life Support Provider (BLS) CPR Certification. (CERTIFICATIONS REQUIRED to receive credit for further consideration). Possess a valid and unrestricted state driver's license. (Please DO NOT provide driver's license. We may not accept pictures. This requirement will be verified during interview). In addition to the English Language Proficiency and Selective Placement Factor above, to qualify for this position at the GS-07 grade level, you must meet one of the following: You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: conducting patient assessments, assessing severity of illness/injury and identifies life threatening problems; skills in emergency medicine techniques to determine based on the diagnosis of the patient; knowledge of protocols and treatments used in the delivery of emergency care; practical knowledge of a majority of body systems; perform a variety of supporting diagnostic duties; knowledge of diagnostic signs; skill and familiarity with emergency and patient transport vehicle characteristics to safely operate the vehicle; skill and knowledge of proper operator maintenance to ensure vehicle meets safety and operating requirements; and skills in emergency communication techniques and the operation of communications equipment. Note: Experience must be fully documented on your resume and must include job title, series and grades for all federal positions held, duties, month and year start/end dates AND hour worked per week. Failure to do so will results in a Non-Qualification Determination. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one full year of graduate education in an area that is directly related to the work of the position. 18 semester hours is considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR, Combination: Combination of successfully completed graduate education and experience may be used to meet total qualification requirements. You will be rated on the following Competencies for this position: CommunicationsComputer SkillsDrive SafelyEmergency CareEmergency ManagementPatient Care Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The EMT's work involves extended periods of heavy moving and lifting of patients in a variety of situations. Generally, the work requires recurring bending, lifting, stooping, stretching, and positioning of patients, frequently under adverse conditions or in confined areas. EMTs may be required to spend prolonged periods in protective breathing apparatus and protective clothing during chemical, nuclear, biological, or hazardous materials incidents/exercises. On a regular and recurring basis, employee is exposed to infection and contagious diseases, is required to work in all types of weather and traffic conditions and faces risks and discomforts at the scene of accidents, to include the possibility of noxious fumes, dangerous substances, cuts, bruises, etc., requiring the EMT to comply with special safety and health precautions and/or to use protective gear. Work may also expose the EMT to patients who are intoxicated, under the influence of drugs or mentally unstable resulting in belligerent and sometimes violent behavior. Condition of continued employment: EMT shall obtain certification as a National Registered Emergency Medical Technician (EMT Basic) no later than (NLT) 18 months after employment as condition of continued employment with VA.
