The incumbent serves as supervisor of a variety of sections working under the direct supervision of the Maintenance Mechanic Supervisor (M&O) WS-14, Facilities and Engineering Service, Baltimore VAMC. The incumbent is responsible for planning, scheduling and coordinating the work of multiple trades. He/she directs various immediate, recurring and long-range maintenance and repair functions and projects involved in the operation and upkeep of buildings.

Duties

Duties for the position include but are not limited to: The incumbent is primarily responsible for implementing the management plan(s) of the Maintenance Supervisor (M&O) WS-14, at Baltimore, as well as the Associate Chief of Engineering, and the Chief of Facilities and Engineering Service at VAMHCS to provide a professional and efficient level of service to the customer. In doing so, the incumbent shall convey the organizational philosophy to subordinates. The incumbent shall ensure that subordinates conduct themselves in a manner that is complaint with the standards of Facilities and Engineering Service and the Department of Veterans Affairs. Due to the diversity of trades supervised and the variety skills involved, it is essential that the incumbent be qualified in planning, scheduling and coordinating jobs requiring expeditious completion times. Therefore, it is of the utmost importance that the incumbent be able to integrate this diverse workforce and instill a cohesive work ethic. The incumbent manages the 24/7 rotating shift of Boiler Plant staff as well as the extended shift schedule of the Utility Systems Repairer/Operators. He/she shall be responsible for providing 24 hour, normal and emergency service customers for all steam, water, electrical, air conditioning and refrigeration outages. During emergency outages, the incumbent shall provide an alternative means of utility production during repairs of primary units. The supervisor's utmost concern shall be for comfort and needs of patient and staff. Because of the nature of work, the incumbent works directly with the Environmental Protection Agency and the Maryland Department of the Environment. The incumbent shall therefore maintain a fluid and comprehensive dialogue with the supervisors based on the progress and problem areas within his or her supervision. It s also essential that all work be organized and performed in a manner that is efficient and cost effective for the government. The incumbent shall also have the administrative responsibility for reviewing and initiating personnel actions and disciplinary action when necessary. The incumbent shall also provide accurate and timely performance appraisals, as well as review and approval of time and leave while assuring that shift coverage is sufficient. He/she shall also dispense work and leave equitably as to avoid conflict. The incumbent will plan the use of subordinate workers, equipment, facilities, and materials on a week-to-week basis. He/she will establish deadlines, priorities and work sequences, and plan work assignments based on general work schedules, methods and policies set by higher-level supervisors. Incumbent will coordinate work with supporting or related work functions controlled by other supervisors; he/she will also determine the number and types of workers needed to accomplish specific projects. The incumbent must possess a working knowledge of all trades supervised to include air conditioning, refrigeration, electronic control systems, sheet metal, and boiler plant operations. The incumbent shall also be proficient in reading complex instructions and prints in order to plan and coordinate work assignments and projects. He/she shall also possess a sufficient mathematical background to calculate water and steam flows. Will also supervise the operation and installation of the facilities' energy management system that monitors HVAC units and pumps throughout the hospital. In addition to deciding on best means of performing work, the incumbent is also responsible for determining methods, techniques and materials best suited for each assignment. The incumbent also enforces established safety and environmental requirements mandated by Federal, State and Local agencies. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work of the incumbent is accomplished at a desk and in the field. Must be able to reach any and/or all places throughout the hospital building structures and grounds, as required to view the area and plan for new work or advise upon completion of scheduled work. From time to time, incumbent must also be able to climb scaffolding, walk, kneel or crawl.
