The Deputy Associate Director, Program Development and Support has oversight of program offices responsible for delivering innovative healthcare and insurance technical/business solutions, shaping legislation and regulatory guidance, developing business intelligence and health systems data analytics solutions, conducting stakeholder outreach, enhancing the enrollee experience, and establishing policies and procedures related to the administration of and enrollment in insurance benefit programs.
Duties
Under the general direction of the Associate Director for Healthcare and Insurance, the Deputy Associate Director for Program Development and Support (DAD PDS) is responsible for:
Overseeing programs and implement projects to support the effective implementation of Federal insurance and benefit programs.
Overseeing annual Federal Benefits Open Season preparation, execution, communication and outreach.
Applying program management principles for effective oversight of complex, multifaceted, enterprise healthcare and insurance programs and projects.
Overseeing multifaceted analyses of regulatory, legislative, healthcare, and insurance trends to shape and respond to the business environment, including writing and analyzing legislative proposals and regulations.
Leading the development of the organizational data management model and strategy to support evidence-driven decision making for Federal healthcare and insurance benefits.
Overseeing the planning, development, implementation and operation for all centralized benefit eligibility and enrollment-related processes and systems, including decision support for health benefits (Federal Employees Health Benefits (FEHB) and Postal Service Health Benefits (PSHB)) and potentially other insurance programs offered by OPM.
Overseeing the planning and development of future-state business processes for all enrollment-related processes and systems, including decision support.
Qualifications
The Executive Core Qualifications are required for entry to the Senior Executive Service; to meet the minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs) and two Technical Qualifications (TQs), listed below.

Technical Qualifications (TQs):
Demonstrated comprehensive technical and administrative knowledge of insurance principles and practices; insurance industry trends, laws, rules, and regulations related to insurance benefits programs; and healthcare technology solutions including data management and analysis.
Demonstrated knowledge of federal procurement processes.
