As a Supervisory Program Specialist you will lead the Office of the Chief Human Capital Officer (OCHCO) Human Capital Policies Front Office Team and support its Executive Director and the OCHCO with strategic oversight of the execution of Human Capital (HC) requirements in their portfolio. Serve as the Chief Management Officer (CMO) strategically directing policy and procedures on a wide range of Human Capital (HC) subjects within OCHCO.
Duties
Oversees the daily operations of the Human Capital Policies (HCP) Office and staff to provide strategic management of the requirements in the portfolio.
Provide oversight on Human Capital Policies’ response to inquires and manages HCP’s preparation of reports for the Department, OPM, GAO, OMB, OIG, and other oversight agencies on matters relating to HC.
Provide strategic advice and recommendations to the Executive Director and advise on management approaches.
Analyze programs and functions to determine whether current management systems effectively accomplish intended outcome.
Analyze management techniques, processes, and styles for improving organizational effectiveness.
Maintain contemporary knowledge of HR disciplines and develops strategic short and long-term program plans that facilitate effective and efficient delivery of results.
Coach and counsel employees when appropriate.
Analyze workload data and make recommendations for the improved performance of Human Capital Policies.

Specialized Experience:

To qualify, for GS-15 applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-14) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves: (1) Planning, overseeing, coordinating, and exercising leadership, administrative and technical control over the operations and functions of an Office. (2) Manage and execute the timely and quality delivery of a complex portfolio of policy products, reports, plans and advisories due to internal and external stakeholders, agencies, and organizations. (3) Formulate, communicate, and advise senior management officials on organizational priorities, strategies, programs, policies, and other critical activities.
Education
There is no educational substitution for the GS-15 level.
