You will serve as a HUMAN RESOURCES SPECIALIST (CLASS/REC) in the Human Resources Office of Commander Navy Region Southwest located in downtown San Diego, California.

Duties

You will advise customers on human resources regulations (e.g., Title 5, U.S. Code, Office of Personnel Management [OPM]). You will advise hiring managers and selecting officials on recruitment strategies for attracting the best qualified candidates for vacant positions. You will solve human resources problems that cross multiple program lines (e.g., recruitment, classification, compensation). You will evaluate position descriptions to determine pay plan, occupational series, and grade level using OPM Classification Standards.

Qualifications

For the GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the grade level (GS-11) or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing advice to managers and personnel on the hiring process; 2) Analyzing the duties of a position to determine the correct title, pay plan, series and grade level; 3) Recommending recruitment and placement strategies and options; 4) Assessing organizational needs regarding succession planning, recruitment and position growth and progression. For the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the grade level (GS-09) or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Provide advice and guidance to management and customers on the regulations and policies for the federal recruitment hiring process; 2) Review and analyze position descriptions utilizing federal classification standards; 3) Experience using special recruiting authorities (e.g., veterans appointments, direct hire, etc.); 4) Manage the recruitment process from recruit fill to onboarding applicants; and 5) Resolve problems, answering questions, and providing guidance on complex staffing and position classification problems utilizing human resources tools and systems. Education

GS-11 ONLY: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Successful completion of a Ph.D. or equivalent doctoral degree OR successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree OR successful completion of an LL.M. degree that is related to the position being filled.
