This position is located in the Legal Division, Corporate Operations Branch, Corporate & Legal Operations Section, Contracts & Risk Management Unit, Risk Management and Records Group, of the Federal Deposit Insurance Corporation in Washington, D.C. Salary reflects a pay cap for this position of $275,000.

Duties

Incumbent serves as the Supervisory Counsel responsible for the Legal Division’s nationwide risk management and internal control program and the Legal Division’s records management program. The incumbent performs a broad range of highly specialized technical and managerial work in the management and development of internal control review systems and records management for the various sections and groups of the Division. Responsible for the Division’s internal control reporting under the Chief Financial Officer Act (CFOA), including the annual reporting related to the corporate financial statements. Acts as Internal Control Liaison for the Legal Division. Responsible for developing training programs and coordinates in-house training. Provides general direction, guidance, and instruction on FDIC policy and procedure to Risk Management and Records Group (RMRG) staff. Provides counseling and legal advice on issues arising out of the Corporation’s internal review and the Division’s records management programs. Prepares speeches, presentations, or memoranda for senior managers and others which focus on the internal review process, findings, and recommendations for corrective action. Independently provides legal and administrative advice to other FDIC offices concerning the preparation of responses to the Office of Risk Management and Internal Controls (ORMIC), the Government Accountability Office (GAO) and the Office of Inspector General (OIG) relating to the internal controls program of the Legal Division. Responds to public inquiries concerning the internal controls program in the Legal Division. Provides advice, counsel and general direction to management. Develops and oversees the internal reviews of the Legal Division. Directs staff in developing areas of inquiry, preparing interview questions, conducting interviews and gathering documents to support the Legal Division internal reviews and ensures the completion of a thorough report to Legal Division management on outcomes. Initiates, develops and maintains direct lines of communication at all levels within the Legal Division and with other operating units. Responsible for reporting upon whether risk assessment and internal-control systems are adequate and operating efficiently; whether a unit’s goals and objectives conform to those of the FDIC and the Legal Division as a whole; and whether those goals and objectives are being met. Responsible for developing and maintaining direct lines of communication at all levels within the Division and with other operating units of the Corporation to provide legal advice on reporting requirements including the capabilities of the Division’s information systems. Directs the Legal Division’s Post Payment Review program that includes the review of payments to outside counsel to ensure compliance with the Division’s policies and procedures. These reviews may result in collection efforts, a demand for payment, litigation or arbitration of claims. Oversees the review and audits of outside counsel fee bills, including application and retention process and related outside counsel policies and procedures. Works with other Legal Division and Corporate offices involved in the administration of policies and procedures relating to outside counsel and other areas within the jurisdiction of the Corporate and Legal Operations Section. Directs assessments, evaluations and remediation of cybersecurity risk posed by outside law firms. Directs and oversees the establishment and implementation of policies, systems, and procedures to capture, create, access, distribute, use, store, secure, retrieve, and ensure disposition of Legal Division’s records and information; and, communication with attorneys and legal managers throughout the Legal Division on nature and content of records in depository and disposition of records. Responsible for oversight management of the centralization of the Legal Division research, including preparation of memoranda to meet any technical requirements and coordination with the contractors or program managers, as necessary. Exercises supervisory personnel management authority and performs the full range of performance management duties to include: planning, assigning, and reviewing work products of subordinates; establishing guidelines; and, manages performance effectively and provides guidance and feedback to help others enhance their knowledge, skills and abilities. Identifies training and developmental needs for staff. Qualifications

To meet the minimum qualifications, applicants must possess the following leadership and technical experiences. These qualifications would typically be gained through serving in roles that require managing projects/teams or guiding the technical work of others. Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, skills, and abilities that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. MINIMUM QUALIFICATIONS: All applicants must submit a resume that addresses each minimum qualification experience. Leadership Experience: Experience in managing a legal office, outside counsel and/or projects, evidencing a demonstrated ability to effectively manage the work of others. Technical Experience: Experience in all of the following: Experience providing legal and administrative advice in connection with the preparation of responses to the General Accountability Office and an  Office of Inspector General or other audits and investigations. Experience providing legal advice in connection with the Federal Deposit Insurance Act, FDIC regulations and policies, and other laws which affect the open and closed bank functions, administrative law, or banking laws in general. Experience with legal information systems for tracking invoicing for legal services,  legal cases or matters, including the operation, and policies and procedures governing the use of such systems.  Basic Qualification: License to practice before the highest court of a state, territory, commonwealth, or the District of Columbia and in good standing.
