This position is located in the Veterans Benefits Administration (VBA) Compensation Service. This position serves as Contracting Officer Representative who provides advice and guidance to program and line managers in procurement planning in addition to advising program officials of the procurement objectives to be used and prepares programmatic requirements.
Duties
Specific duties include:
Serves as Contracting Officer Representative. Provides advice and guidance to program and line managers in procurement planning. Advises program officials of the procurement objectives to be used and prepares programmatic requirements.
Monitors contractor performance to assure compliance with agency regulations and procedures, program directives, and technical requirements of the contract. Reviews and improves progress reports and deliverables. Contract types may include highly complex and significant services where little or no contractual precedent exists.
Duties associated with this position involve analytical, technical, and administrative duties in procurement, management, finance, and budget arenas for Compensation Service in the Veterans Benefits Administration.
Works collaboratively with team members to ensure that all assigned tasks are completed timely, that good working relationships among team members and with management are maintained, and that team priorities and goals, needs, and achievements are coordinated with management.
Performs quality analysis and oversight of CS travel activity ensuring compliance with federal travel regulations. Makes logistical purchases to support CS's mission and day-to-day operations as a purchase card holder. Verifies accuracy in time and attendance reporting as a timekeeper for CS employees. Orders new equipment for CS employee and contractors. Performs TMS administrator functions, including providing access for CS employees and vendors as TMS administrator.
Identifies problem areas, researches, determines, and implements corrective courses of action. Problems that are beyond the incumbent's capability to resolve are elevated to the supervisor.
Formulates, presents, executes, and analyzes organizational budgets. Serves as local expert on budgeting and financial management issues and activities. Responsible for determining internal fiscal budget and personnel requirements. Determines resource requirements and recommends resource allocations based on priorities and needs.
Monitors and evaluates budget execution to ensure funds are executed in accordance with customer spending plans.
Collaborates with the agency to gather the necessary requirements to formulate the coming fiscal year budget request. Performs in depth analysis of budget requests and maintains a series of automated spreadsheets containing key budget formulation information which feed summary reports.
Communicates with internal and external stakeholders for development and execution of agency budget.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS 11/12/13. The Full performance level is GS 13.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement:03/28/2024.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A).
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below:
Specialized Experience is experience that has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position(s), and that is typically in or related to the work of the position to be filled.
The applicant must be COR II certified or COR I certified with 6 months of contracting experience.
The applicant must document knowledge of finance, budget and/or procurement laws, regulations, and policies and the ability to explain them, both orally and in writing, to individuals of all educational backgrounds.
GS-11 Grade Level:
Specialized Experience: One year of specialized experience equivalent to at least the GS-09 level applying office support methods, policies and procedures for providing or performing a variety of support functions and services for a large organization or Federal agency.
Education Substitution: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. (Must submit transcripts.); or a combination of the required experience and education for this grade level. OR, a combination of specialized experience and education as described, when combined, equal 100% of the total requirement.
GS-12 Grade Level:
Specialized Experience: One year of specialized experience equivalent to at least the GS-11 level demonstrates providing or performing a variety of support functions and identifying and recommending solutions to a large organization or Federal agency.

GS-13 Grade Level:
Specialized Experience: One year of specialized experience equivalent to at least the GS-12 level conducting research, analysis and studies to improve program effectiveness or improvement of complex management processes and systems for a large organization or Federal agency
