About the Position: As a Future Operations Planner (Plans and Operations), you will serve as subject matter expert responsible for planning future operations and interagency operations for an organization. This position is located at USSOUTCOM in Miami, Florida.

Duties

Serves as future operations planner and senior action officer focused on contingency and crisis action planning while applying fundamentals of the Joint Operational Planning Process (JOPP) and Joint Doctrine. Performs as staff action officer and principal future operations expert and planner, responsible for advising on command-level future and ongoing planning activities. Participates with joint forces, combined operations and interagency organizations in support of HLD and TSC and participates in projects and studies that require analysis of interrelated issues and mission-oriented work. Develops input into USSOUTHCOM Concept Plans, Operational Plans, Campaign Plans, and Operations Orders. Monitors and assists in development of emerging USSOUTHCOM concepts, doctrine, and procedures. Participates in Crisis Action Planning for the organization such as Humanitarian Assistance/Disaster Relief (HA/DR), Caribbean Mass Migration, Cuban Instability, Pandemic Influenza, and Non-Combatant Evacuation Operations (NEO) Coordinates with USSOUTHCOM Directorates and Component Command counterparts in the production of plans and orders in support of COCOM missions. Leads or serves as an assistant on Operational Planning Teams (OPTs), responsible for developing courses of action to meet stated objectives and support Combatant Commander’s decisions, including employment of critical resources within the AoR. Interprets requirements and recommends courses of action in accordance with plans, standing procedures, policies, orders, directives, regulations, Commander’s intent, and or Commander’s Critical Information Requirements. Conduct Joint Staff Publication and EXORD reviews, prepare Point Papers and Commander's talking points, briefs Distinguished Visitors, and provides planner support for command exercises and operations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment.
  • A pre-employment background investigation that includes contact with references, employers, co-workers, personal associates, and a review of your driving record, credit history, criminal history, and military service are required.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
  • Due to the nature of this position, employees are required to work both planned and unscheduled overtime.
  • This position requires participation in the DOD/Department of the Army (DA) Immunization program to include live vaccinations as required by DOD/DA policy.
  • May deploy within the USSOUTHCOM AOR on short notice (in under 24hours) as directed by the Secretary of Defense.
  • Deployments are in response to a Presidential Disaster Declaration (PDD) involving acts of terrorism, natural disasters, homeland defense and civil support contingency operations..
  • . On-Call: Selectee may be required to have a mobile phone/PDA and maintain a working telephone at all times.

You will be evaluated on the basis of your level of competency in the following areas: Oral CommunicationOrganizational AwarenessPlanning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement.
