Duties

This position is the Course Approval Branch (MCC-21) Branch Chief, in the Training and Assessment Division (NMC-2) of the Coast Guard's National Maritime Center (NMC), Martinsburg, WV. The incumbent serves as a technical expert regarding the training, assessment, and proficiency of U.S. Merchant Mariners at all levels and specialties.  Provides advisory services and administration of the International and U.S. regulatory provisions and controls related to the training and assessment of mariners in support of the U.S. Mariner Credentialing Program (MCP).

Requirements

  • U.S. Citizenship is required.
  • This position requires a National Agency Check with Inquiries (NACI).
  • Males born after 12/31/1959 must be registered for Selective Service.
  • A one-year Supervisory Probationary Period may be required.
  • The position requires a valid state driver's license.

Qualifications

At the GS-14 grade level: Applicants must have one year of specialized experience equivalent to at least the GS-13 grade level in the federal service. Specialized experience is the experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of the position and is typically in or related to this line of work.  Examples of specialized experience include: Leading teams of Merchant Mariners. Management level experience with merchant vessel operations and maintenance. Developing and evaluating the effectiveness of technical and management training. Evaluating process efficiency. Experience interpreting and implementing regulation and policy. Selective placement factor(s) must be met in order to receive further consideration:  Applicant must hold or have held a U.S. Merchant Mariner credential in the grade of Master, Any Gross Tons on Oceans or Chief Engineer of Unlimited Horsepower, including international Standards of Training Certification and Watch keeping for Seafarers certification or equivalent military experience as Commanding Officer or Engineer Officer/Chief Engineer of vessels of more than 3,000 Gross Tons or 4000 Horsepower. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
