This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), COMMANDANT VICE COMMANDANT (CG-09), DEPUTY COMDT FOR OPERATIONS (CG-DCO), Training and Assessment Division (NMC-2) in, Martinsburg, WV.

Duties

Positions are located within the Training and Assessment Division (NMC-2) of the Coast Guard’s National Maritime Center (NMC) and serve as Senior Examination Specialists (Deck) in the Examination Branch (NMC-22), in Martinsburg, West Virginia. The incumbents serve as mariner credentialing experts in providing advisory services and administration of the regulatory provisions and controls for the administration of examinations in support of the merchant mariner credentialing program with specific emphasis on the examination of merchant marine personnel and the development of knowledge-based competency examinations and examination systems.

Qualifications

At the GS-13 grade level: Applicants must have one year of specialized experience equivalent to at least the GS-12 grade level in the federal service. Specialized experience is the experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of the position and is typically in or related to this line of work.  Examples of specialized experience include: Experience with deck shipboard operations and maintenance at the level of a Second Mate or higher on various merchant vessels and knowledge of the wide spectrum of skills associated with any licensed or unlicensed deck positions. Must be well versed in the latest technological developments in the maritime industry. Knowledge of international credentialing under the International Convention on Standards of Training, Certification, and Watchkeeping (STCW) for Seafarers of 1978, as amended, at the management or operational level. Exceptional verbal and written communication skills, including the ability to effectively convey complex information to diverse audiences and to communicate, interact, and build relationships with others in a positive and productive manner. Ability to exhibit teamwork…working together with a group of individuals cohesively and efficiently towards a common goal. Selective Placement Factor:   Applicant must hold or once have held a U.S. Merchant Mariner credential in the grade of Chief Mate, Any Gross Tons or higher. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
