The position is located in the Neurology Service line within the Corporal Michael J. Crescenz (CMC) Veterans Affairs (VA) Medical Center reporting directly to the Chief of Neurology. The incumbent serves as the department's subject matter expert for business planning and analysis, tactical level implementation and measures success of the department's business initiatives, improvements, and overall organizational effectiveness.

Duties

The work performed by the incumbent ultimately affects the plans, goals and effectiveness of the CMC VAMC operations in providing complex Veterans services in Neurology. The position has responsibility and accountability for all issues affecting the Neurology Service line in consultation with the Chief of Neurology. The Business Manager independently plan and study the operations within the Service for the purpose of evaluating administrative methods, procedures, workflow, personnel utilization, organization, communication, planning, training, arrangement of space, equipment utilization regarding clinical performance. The incumbent serves as the department's subject matter expert for business planning and analysis, tactical level implementation and measures success of the department's business initiatives, improvements, and overall organizational effectiveness. The incumbent is responsible for managing resources, space, facilities, and equipment. The incumbent is expected to develop and implement recommendations concerning workload management, budget forecasting, accounting and financial reporting requirements, the optimum mix of staff in consideration with operating costs, program effectiveness, introduction of improvements to work methods and processes and assessing the productivity of employees; managed care; logistics (supply and equipment); facilities management; automation management and patient administration (third party collections, medical records and medical coding). The Business Manager is also responsible for briefing the Chief of Neurology on priority operational and administrative items for the service line and acts congruently or on behalf of the Chief of Neurology in connection with management problems, serving as the liaison for professional clinical, technical and administrative staff to the Chief of Neurology. Monitors provider-specific productivity in collaboration with the Chief of Neurology and reports any existing part-time physician hours to the Chief of Staff. Developing short- and long-term staff utilization plans and requirements. Analyzing changes in staffing requirements, organizational structural changes and alignment assuring positions provide optimum balance between economy, efficiency and skill utilization. This includes analyzing staff productivity to determine needs/excess etc. Serves as an administrative advisor to the Chief of Neurology. As such, the incumbent provides a key role in assisting the Chief of Neurology in the development and implementation of policies and procedures, both long and short-range planning, budget guidelines, and proposals for efficient and effective utilization of resources and the operation of the division. The policies and procedures concern all aspects of the organization including budget and fiscal management, supply, service and equipment procurement, human resources and workforce utilization, contract negotiations, initiation and oversight, construction and renovation, and space utilization. Performs and/or directs special studies and projects for the Chief of Neurology, some highly confidential and complex in nature. Responsible for the management of all administrative processes through appropriate utilization of Neurology staff. He/she is expected to be well versed in governmentwide and VA requirements to manage the administrative functions of the Neurology workforce. Incumbent is expected to coordinate implementation of internal policies and programs emphasizing, but not be limited to, those areas related to increasing patient satisfaction and blending the delivery of good care/service with maximizing employee productivity. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/10/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Participates in short-range, long-range, and strategic planning regarding the direction of a service line . Conducts budgetary planning analyzing salaries, travel, supplies, equipment and other general expenses to ensure service line solvency. Coordinates with state home personnel to clarify sharing agreement services and per diem regulations to support service line operations. Determines budget projections, life cycle costs and current costs to assist with projecting costs associated with various planning committees and project improvement committees. Participates in the analysis and interpretation of workload and other data used in resource planning. Responsible for time and leave approval as well as secondary approvals for overtime and compensatory time. Approves release of funds for invoices associated with assigned contracts Medical Officer of the Day (MOD) (i.e., fee basis/locum tenens) contract for attending physicians and Nurse Practitioners. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level.
