This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Business and Technical Management Professional Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Advises the Assistant Secretary of the Army for Acquisition, Logistics, and Technology (ASAALT) leadership in the oversight, management and
execution of assigned programs.
Performs other special assignments as assigned by the Director, Assistant Deputy for Acquisition Systems Management (ADASM), Deputy to the DASM, and Deputy for Acquisition and Systems Management (DASM).
Develops and refine the necessary products for assigned programs to include briefings, information papers, executive summaries, and emails, to facilitate effective communication across stakeholders.
Presents cost, schedule and performance risk of assigned programs and recommends courses of action and alternatives.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Sensitive Compartmented Information security clearance or access for the duration of employment.
- This position requires submission of Financial Disclosure Statement, OGE 450, upon entering the position and annually thereafter.
- The duties of this position require occasional temporary duty (TDY) travel up to 15% of the time.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for PROGRAM
MANAGEMENT Practitioner certification within 60 months as of entrance on duty.
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Tentatively selected applicants will be
required to sign DA Form 5019 requiring participation in random drug testing.
Qualifications

In order to qualify, you must meet the specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-03). Specialized experience: 1) Developing policies and procedures for acquisition program implementation; 2) Evaluating and analyzing the organizations systems acquisition strategies; and 3) Providing guidance on budget formulations and resource allocation.
Applicants must meet basic eligibility requirements such as minimum qualifications, and other regulatory requirements within 30 days of the closing date of the announcement.
The pay band NH-04 includes the General Schedule grade equivalent to GS-14/15.Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities.
