This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for certain personnel of the DoD workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position serves as a Welder Inspector assigned to the Maintenance and Repair Section of St. Paul District's Physical Support Branch.

Duties

Perform welding duties by means of oxygen/acetylene and electric welding processes. Inspect (study, examine, and interpret) to locate and identify defects such as cracks, fissures, separations, cavities, etc. Interpret technical data of various types of drawling manuals, specifications, blueprints and sketches, etc. which contribute to the accomplishment of the job. Fabricate floating work barges, water tanks, both hot and cold, vats, and equipment, such as fuel tanks, buoyancy tanks, and storage vats. Processes of fitting work to include position tack-welding, flame and plasma cutting. Utilize a variety of hand and power tools in the Welding, fabrication, and sheet metal trades to position, bend, shape, or modify assemblies or components in a safe and effective manner to accomplish assigned work. Interpret and explain repair and inspection requirements.

Requirements

  • Position requires incumbent to be certified as a welder by American Welding Society (AWS) within 1 year of entry on duty.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires travel to other duty locations up to 75% of the time.
  • This is a Mission Essential position and is not subject to administrative dismissal in emergencies based on inclement weather conditions, or other emergency situations, as appropriate.
  • May be required to lift items up to 75 pounds.
  • Days of operation and typical daily schedules will vary based on site specific work requirements. Operators may be required to alternate working hours on all shifts and on weekends, as well as, weekdays.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued required level of physical health and ability or fitness to perform the duties of the position.
  • Position requires the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states.
  • This position meets the criteria for random drug and alcohol testing under the Department of Army Drug-Free Workplace Program.
  • Position requires incumbent to be certified as a weld inspector by the American Welding Society (AWS/CWI) within 1 year of entry on duty.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a Welder Inspector. I work without more than normal supervision.I have the ability to perform common duties of a Welder Inspector. I can perform testing procedures for radiographic, ultrasound, magnetic particle imaging, and other testing procedures and welding by means of oxygen/acetylene and electric welding processes. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. Failure to meet this Screen out Element will result in an ineligible rating. PHYSICAL EFFORT The work involves standing, walking, stooping, bending, kneeling, climbing, crawling, lying down and working in cramped and confined areas and awkward positions. Frequently handles objects weighing up to 50 pounds and occasionally objects weighing in excess of 75 pounds. WORKING CONDITIONS The work is done indoors and outdoors, sometimes in bad weather, in areas that are noisy, dirty, and smoky. Occasionally working from ladders, platforms, and personal baskets plus boatswain's chairs. There is danger of falls, electrical shock, burns, cuts, bruises, broken bones, and exposure to fumes, flying spares, fire and arc burns from welding equipment. There is discomfort when wearing protective clothing and equipment like respirators, gloves, safety hats, leather, flotation devices, and safety belts. Work is frequently performed away from shop area, at navigation locks, control structures, bridges, etc., aboard various items of floating plants, dredges, and derrick barges throughout the district, either alone or with assistance from other workers.
