THIS IS AN AIR FORCE NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a TITLE 32 HEALTH SYSTEMS SPECIALIST (MI 110WG), Position Description Number D1722000 and is part of the MI 110 Airlift Wing, Michigan Air National Guard. This is a Temporary Indefinite vacancy for an appointment of 4 years. In the event a permanent employee is accepted for this indefinite position, there will be a change in his/her tenure from permanent to indefinite.

Duties

***THIS IS A TITLE 32 NATIONAL GAURD POISITION THAT REQUIRES MILITARY MEMBERSHIP*** This position is located in the Medical Group at an Air National Guard Wing. The primary purpose of the position is to serve as the full-time Health Systems Specialist for the installation, geographically separated units (GSU(s), and tenant units, with responsibility for managing all medical administrative functions including medical support, medical operations, force health management and related medical applications. (1) Manages Health Services activities, including plans and operations, human resource management, and Medical staffing. (2) Provides medical management and advisory services that contribute substantially to the plans, policies, decisions, and objectives of senior management. (3) Develops plans, policies, procedures, goals, and objectives for the overall operation of the Medical Group. (4) Directs the Medical Group accreditation program and management improvement studies. (5) Determines eligibility, authorizes and coordinates civilian and military medical care for Active Guard Reserve (AGR) personnel and other eligible beneficiaries in accordance with directives and local policies. (6) Reviews medical supply and equipment requirements, makes appropriate recommendations, and requests required procurement and funding authorizations. (7) Interprets regulations and assists in their implementation for the installation to ensure compliance with Health Services Inspections (H S I), Occupational Health and Safety Administration requirements (OSHA), Food and Drug Administration (FDA), and Environmental Safety and Occupational Health Compliance Assessment and Management Program (ESOHCAMP). (8) Directs budget formulation and execution. Prepares the medical annual operational budget including current fiscal year, revised estimates, five year projected estimates and medical unit Financial Plan in accordance with Air National Guard (ANG) medical financial guidance. (9) Plans and organizes the work of subordinates. Assigns work and provides guidelines on methodology and scope of required performance.

• This is an excepted service position that requires membership in a compatible military assignment in the Michigan Air National Guard, required prior to the effective date of placement.
• Selectee will be required to wear the military uniform.

• Applicants who are not currently a member of the Michigan Air National Guard must be eligible for immediate membership and employment in the Michigan Air National Guard in the military grade listed in this announcement.

Qualifications

Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
