The incumbent serves as a Supervisory Health Systems Specialist (Credentialing and Privileging Manager) and oversees all functions related to healthcare providers' professional credentials supporting all divisions of the BCVAMC in accordance with VHA Credentialing and Privileging (C&P), Directives, VA Handbooks, Policies, Memos, and Notices; The Joint Commission (TJC) Standards and State and Federal Regulations. The C&P Manager is organizationally aligned to and supervised by the Chief of Staff.
Duties
Major duties include, but are not limited to:
Responsible for ensuring that employees are efficiently and effectively accomplishing quality work that is compliant with regulatory requirements and procedures, TJC standards, laws, and VHA C&P policies and requirements, as well as assuring implementation and accomplishment of the goals and objectives of the C&P Program.
Identifying and presenting to leadership the resources necessary for accomplishing the mission and function of the facility's C&P program.
Providing guidance to local leadership and C&P employees on all matters pertaining to the facility's C&P program.
Attending committee meetings and presents providers' credentials, clinical practice histories and red flags.
Serving as the primary consultant for the facility's C&P program; analyzes program audit results; interprets facility quarterly report card data; researches provider credentialing requirements; and identifies potential privileging issues.
Coordinating with Service Chiefs and service level administrative teams for annual Committee(s) review of clinical privileges and scope of practice.
Serving as the Point of Contact (POC) and SME (Subject Matter Expert) for credentialing updates, Human Resources, providers and hiring services.
Monitoring and auditing the VAMC C&P program utilizing VetPro reports, mandatory auditing and reporting tools.
Ensuring national level reporting requirements are accurately completed including, but not limited to, quarterly security reports, quarterly accuracy certification of the Our Provider's website, and accuracy of the VA/DoD shared provider registry.
Monitoring C&P program resources to ensure programs are appropriately staffed.
Serving as a liaison and partner with Human Resources Service programs for common program goals and issues including, but not limited to, provider onboarding, provider exit reviews and assessments, privileging actions, and guidance related to clinical performance concerns.
Responsible for ensuring quality assurance in the facility's C&P program; applying organizational and system-wide strategies for continuous quality improvement as they relate to C&P processes and procedures.
Serves as the administrator for the National Practitioner Data Bank, Federation of Medical Boards, and Our Providers Database.
Providing direct technical and administrative supervision to employees.
Work Schedule: Monday-Friday, 7:30am-4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/11/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Individual Occupational Requirement (IOR): An IOR is a basic requirement that must be met in order to qualify for the GS 0671 occupational series. Applicants must have one of the following:
Undergraduate or graduate education with a major field of study such as hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR,
Specialized experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field: This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems, Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan.
In addition to meeting the IOR, applicants may qualify based on experience and/or education as described below:
Specialized Experience GS-12: You must have at least one (1) full year of specialized experience equivalent toat least the next lower grade level (GS-11) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Health System Specialist. Qualifying specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. At this level, applicants would have obtained this experience working within a health care setting, working directly with clinicians and local leadership to solve problems in support of the delivery of patient care; applying organizational and system-wide strategies for continuous quality improvement; and experience running and supervising an administrative component of a health care credentialing and privileging program.

Physical Requirements: The work is mostly sedentary. Occasionally, light physical effort may be required, such as that involved with walking, stair climbing, and carrying of light office items. The work is performed in an office setting which require normal safety precautions typical for offices and meeting rooms.
