About the Position: This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Performs the full range of supervisory duties for the assigned regional team.
Plans work to be accomplished by subordinates, setting and adjusting priorities, and preparing schedules for completion of work.
Manages the work of a team of region-specific action officers that serve as the entry point for both security assistance and armaments cooperation efforts.
Serves as a Branch Chief and recognized authority/advisor for an assigned region on all aspects of Security Cooperation, from strategic planning to implementation.
Accountable for strategic management of partner countries within assigned region in line with Army-wide country strategy, including oversight of partner relationships and Security Assistance (SA) and Armaments Cooperation (AC) delivery.
Coordinates and manages surge support within the assigned region as needed.
Oversees the management of Army Security Assistance (SA) and Armaments Cooperation (AC) for the assigned region.
Provides guidance and direction on cooperation with foreign partners within the assigned region, including information exchanges and the cooperative development, production, and testing and evaluation of new technology.
Provides oversight of all newly proposed initiatives for an assigned region, coordinating with the Director and other entities to ensure efforts are in accordance with the Science and Technology plans for that country or region.
Oversees and integrates the efforts of strategic planners stationed within the Geographic Combatant Command (GCC) / Army Service Component Command (ASCC) for assigned region.
Coordinates the dissemination of strategic guidance from GCC / ASCC across the regional team and other stakeholders to assist with and define the implementation of both Security Assistance and Armaments Cooperation initiatives.
Ensures the strategic plans are reviewed and considered when decisions are made about capability sales and transfers to foreign partners.
Oversees coordination with strategic planners as initiatives are presented to ensure both FMS and Armaments Cooperation efforts are in line with the GCC/ASCC regional plans.
Evaluates core performance metrics within assigned region and translates data into insights to improve partner interface and delivery within assigned region.
Initiates major analytical projects for the purpose of assessing the effectiveness and efficiency and of business management needs of the assigned Branch.
Serves as a recognized authority for the assigned region for all international matters and can quickly develop or support briefing material for senior level, congressional, and inter-agency engagements.
Creates training aids, standard operating procedures (SOPs) or guidance for the regional team to ensure consistency and continuity of the team.
Generates, reviews, and approves tailored PowerPoint presentations, information products, briefings, talking points, read ahead packages, and other documents to support engagements within the assigned region.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- U.S. Citizenship is required. You will be required to provide proof of U.S. Citizenship.
- Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
- Must be able to obtain and maintain a Top Secret Clearance with Sensitive Compartmented Information (SCI) access/eligibility.
- Must comply with Drug Abuse Testing Program requirements as this is a Testing Designated Position (TDP) subject to pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion or an on-duty accident.
- One-year supervisory probationary period may be required.
- One-year trial/probationary period may be required.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Business – Financial Management Practitioner certification within 60 months as of entrance on duty.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.
Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-03). Specialized experience is defined as: 1) Overseeing Security Cooperation/Security Assistance; 2) Overseeing Foreign Military Sales (FMS) activities; 3) Providing guidance and advice on Armaments Cooperation initiatives; 4) Providing guidance and advice on the security cooperation program from multiple aspects; and 5) Developing briefings, presentations, and/or reports regarding foreign security assistance.
