Job opening: Supervisory Project Manager

Salary: $139 395 - 181 216 per year
Employment Type: Full-time
The position is located in the Office of the Director, Court Services and Offender Supervision Agency for the District of Columbia. The agency is responsible for providing community supervision for offenders on parole, probation and supervised release in the District of Columbia. Duties

Project Planning and Management Coordinates and integrates the planning, programming, development, oversight, scheduling, and overall management of resources for major multi-phase projects. Directs and manages significant elements or phases of projects related to major organizational functions, programs, or operations. Overcomes and resolves difficult and complex technical, project management, and organizational problems using innovative and original approaches. Plans, guides, coordinates, and manages the work of subordinate, secondary, and/or matrixed resources. Plans, manages, and directs varied and complex projects in conjunction with multiple project teams with precedent-setting results. Internal Control Systems Assessment and Monitoring Completes review activities for organizations involving projects with a significant degree of complexity and with interrelated program areas. Monitors project activities and resources to mitigate risk. Makes improvements, solves problems, or takes corrective action when problems arise. Manages, leads, or administers project resources. Conducts management surveys and audits, ensuring that management policies, practices, and procedures are consistent with the strategic goals and objectives of CSOSA. Serves as the Agency expert in project management processes, tools, and techniques. Presentation of Findings and Recommendations Determines pertinent issues and collects relevant data from a variety of sources. Prepares studies, technical reports, presentations, memoranda, briefing papers, and/or other materials for internal policymaking use. Prepares program and project-related correspondence, reports, and/or written analyses that include information having a direct impact on agency programs and activities across organizational lines. Prepares memoranda, reports, instructional and procedural materials, or other documents related to work assignments or developmental activities. Researches, analyzes, and provides expert technical advice and assistance on program issues which impact substantive, mission-oriented programs. Supervisory and/or Managerial Responsibilities Supervises a team of employees performing work to support project management activities Provides administrative and technical supervision necessary for accomplishing the work of the unit. Assists in making recommendations for recruitment and selection of staff and managing work assignments to ensure timely accomplishment. Performs the administrative and human resource management functions relative to the staff supervised. Establishes guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system.

  • This is not a virtual or remote position; you must live within or be willing to relocate within a commutable distance of the duty location which is Washington D.C. (District of Columbia).

Qualifications

In order to qualify for this position, you meet all of the following Specialized Experience as stated below. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13 or equivalent in other pay scales) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Having Project management experience planning, initiating, and managing major or large-scale projects for a large corporation, company, business, organization, or agency. Managing large and complex projects throughout the entire life cycle from beginning to its completion. This experience includes: Experience leading and guiding the work of a project staff (to include outsourcing to contractors). Experience planning and developing long-range project milestones. Experience in Enterprise Project Management or coordinating and managing multiple projects happening at the same time with multiple project teams within an organization, institution, agency, or large company. Serves as liaison between business (to include stakeholders) and the aspects of projects. Extensive experience planning and implementing large-scale projects through each stage of the project from beginning to the end which includes budgeting, project scope, work-breakdowns, organizing key project events, milestones, and assess business implications for each stage. Monitoring the progress of projects to assure deadlines, standards, and cost targets are met. Because this position is at the supervisory level, this position has a Selective Placement Factor: Project Management Professional Certification (PMP) is required to be eligible for this position. The PMP Certification must be up to date and you are required to submit a copy of your recent PMP Certification with your application. Preferred Experience: Having substantial or extensive Traditional Project Management experience as well as Information Technology related Project- Management experience. Note about Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education is not substitutable for specialized experience at this grade level.
