The position is in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), Western North Carolina VA Healthcare System (WNCVAHCS), within the Home-Based Primary Care (HBPC) /Non- Institutional Care (NIC) Department within the Geriatric and Extended Care (GEC) Service. The Home-Based Primary Care (HBPC) and Non-Institutional Care (NIC) Departments provide community-based care to Veterans with complex needs.

Duties

Major Duties: Analysis data from a variety of data sources to include but not limited to External Peer Review Process (EPRP), Strategic Analytics for Improvement and Learning (SAIL) which includes Healthcare Effectiveness Data and Information Set (HEDIS), eQM for population health metrics, Corporate Data Warehouse (CDW), VHA Support Service Center Capital Assets (VSSC), Pyramid Analytics Business Intelligence and Analytics Software-Tableau (Power Bi), Managerial Cost Accounting (MCA), etc. to identify trends in community-based care delivery, patient outcomes, and program operations. Designs and implements data reporting systems for inputting and displaying data. The incumbent is responsible for sufficiently understanding the reported data to identify where there are programmatic strengths and possible operational concerns. The incumbent determines which data reporting methods used (e.g., workflow charts and graphs) to improve accuracy, adequacy and/or timeliness for disseminating information on workflow efficiency, patient care outcomes/quality metrics, (e.g., productivity data, External Peer Review Process (EPRP) measures, geriatric quality indicators, population health/preventive health measures, eQM, etc.), to the GEC Service Chief, HBPC/NIC Program Director, or Administrative Officer (AO). The incumbent is responsible for coordinating, developing, monitoring, maintaining and providing the HBPC/NIC data on the staff supervised by the Service Chief, HBPC/NIC Program Director, or AO, which includes collecting and analyzing workload data and performance improvement and assessment data to facilitate personnel management activities and generate reports for HBPC/NIC Department leadership; to include guiding and initiating the systems redesign/lean management/process improvement initiative by compiling programmatic data, identifying trends in data, developing action plans to present to HBPC/NIC Department leadership, and preparing the final recommendation for systems redesign/process improvement to the GEC Service Chief. The incumbent is responsible for conducting special audits of HBPC/NIC Department and staff data based on surveys; Joint Commission, Office of Inspector General and other accreditation/regulatory bodies, etc. Meets the needs of customers while supporting VA missions. Consistently communicates and treats customers (veterans, their representatives; visitors and all VA staff) in a courteous, tactful, and respectful manner. Provides the customer with consistent information according to established policies and procedures. Handles conflict and problems in dealing with the customer constructively and appropriately. Protects printed and electronic files containing sensitive data in accordance with the provisions of the Privacy Act of 1974 and other applicable laws, federal regulations, VA statutes and policy, and VHA policy. Protects the data from unauthorized release or from loss, alteration, or unauthorized deletion. Follows applicable regulations and instructions regarding access to computerized files, release of access codes, etc., as set out in the computer access agreement that the employee signs. Provides patient care/support, appropriate to the cognitive, emotional, and chronological maturation needs of young adult (18-44 years old); middle adult (45-64 years old), and older adult (65-older) patients. Demonstrc1ted knowledge and skills necessary to provide care/support appropriate to the age of patients served in assigned service areas. Demonstrated knowledge of changes associated with aging and ability to provide care/support based on age related factors. Work Schedule: Monday thru Friday, 8:00am till 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/27/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-09:Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: utilizing standard reference material, texts, and manuals covering the application of analytical methods and techniques to prescribe procedures and provide clear precedents; analyze the subject and apply current guidelines; ability to deal with problems and/or relationships of a procedural nature or other issues that may arise on subjects studied; apply techniques and systems for assessing workload and productivity. . OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related (TRANSCRIPT REQUIRED). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year of graduate level. Preferred Experience: With analytics, reporting, and data integrity, Ability to use application such as Acuity, EPRP, Sail, HEDIS, CDW, and Power BI You will be rated on the following Competencies for this position: Organizational Performance AnalysisPlanning and Evaluating Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
