This position is part of the Defense Security Cooperation Agency. DSCA's mission is to advance U.S. national security and foreign policy interests by building the capacity of foreign security forces to respond to shared challenges. DSCA leads the broader U.S. security cooperation enterprise in its efforts to train, educate, advise, and equip foreign partners. DSCA administers security cooperation programs that support U.S policy interests and objectives.
Duties
As a SECURITY ASSISTANCE ANALYST at the GS-0301-13 some of your typical work assignments may include:
Serves as an End Use Monitoring Program Manager and strategist organizing and leading the Golden Sentry Program, IAW Section 40A, of the Arms Export Control Act for a regional CCMD.
Serves as a program manager for an assigned portfolio of partner countries and international organizations within one or more Geographic Combatant Commands (GCCs), and works daily with the U.S. Security Cooperation Offices (SCOs) associated with those countries and organizations to ensure that defense articles and services exported via Foreign Military Sales (FMS), Foreign Military Financing (FMF) and Building Partner Capacity (BPC) programs comply with EUM requirements. -
Mange all things EUM with the region and liaison with SC/SA stakeholders to support the Golden Sentry program.
Conduct in-country inspection (traveling a minimum 4 times or more per year) and perform comprehensive analysis of a given foreign partner's activities with respect to its protection of defense articles and services procured from the United States via the Foreign Military Sales (FMS) system, which may contain sensitive U.S. origin technologies particularly vulnerable to diversion, misuse or reverse engineering.

Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Overseeing portfolios of assigned partner countries and international organizations to ensure that defense articles and services are exported;
Developing, implementing, managing, and executing Security Cooperation policies, processes, and procedures; understanding of application of End Use Monitoring (EUM)monitoring principles to FMS programs;
Conducting in-country inspections and performing comprehensive analysis of a given foreign partner's activities on defense articles and services procured from the United States.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
