The position serves as the Lead Drug Testing Technician, located in the Office of Community Supervision and Intervention Services within Court Services and Offender Supervision Agency for the District of Columbia (CSOSA). CSOSA provides community supervision of adult offenders released by the DC Superior Court or the United States Parole Commission on probation, parole and supervised release in the District of Columbia.
Duties
The Lead Drug Testing Technician is responsible for guiding the work performed by subordinate staff. Duties include: monitoring the collection and handling of samples, verifying the strict application of protocols to ensure accuracy, confidentiality, and integrity. Notifies the appropriate Community Supervision Officers (CSOs) of case noncompliance.
Performs data handling tasks affiliated with an automated drug testing management system. Participates in ensuring the integrity and confidentiality of all drug testing data.
Performs work involving collecting, compiling, and tracking data and statistical information supporting an organization's program operation.
Reviews offenders' automated records and identifies and resolves discrepancies as needed. Uses photo imaging machine to establish positive identification when an offender has no picture identification. Explains the procedures for drug testing to offenders and outlines the specific steps for drug test completion.
Evaluates documents. Coordinates incoming data from a variety of sources. Receives and reviews documents, reports, and/or applications for omissions and inconsistencies and ensures complete and accurate data entry. Enters pertinent information into an automated tracking system.
Serves as a team/work leader, leading team efforts in developing, implementing, and/or evaluating program or project responsibilities. Facilitates team or unit processes by working with team members or employees to ensure that tasks are completed, ensure good working relationships among team members and management officials are maintained, and team priorities, goals, needs, and achievements are coordinated with management.
Requirements
- Must be a U.S. Citizen or National.
- Males born after 12-31-59 must be registered for Selective Service , if applicable.
- Background security investigation, drug test, and favorable adjudication.
- May be required to successfully complete a one year probationary period (unless already completed.)
- Time-in-grade requirements must be met within 30 calendar day of the closing date of this announcement.

Qualifications
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS (GL)-07 or higher grade in Federal Service.
You may qualify at the GL-08 level if you fulfill one of the following qualification requirements:
A. One year of specialized experience equivalent to the GS (GL)-07 grade level in the Federal service that demonstrates your ability to provide technical guidance associated with drug testing, such as distributing collection materials to offenders and answering questions related to drug testing procedures; collecting specimens from offenders in accordance with approved chain of custody procedures; performing data handling tasks affiliated with the use of an automated drug testing management system; ensures that offenders are fully informed of collection process requirements and outlines the specific steps for drug test completion;

You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
