This position is located at the U.S. Forest Service Intermountain Region (Region 4) Regional Office, located in Ogden, UT. Serves as a Deputy Regional Forester with responsibility for policy formulation, advice, and leadership in responding to complex issues regarding the management of the Region. Duties

Lead or supervise organizations and/or programs responsible for developing, implementing, evaluating, and/or transferring new, alternative, or experimental work processes. Plan the work to be accomplished by assigning work to employees and establishing production or quality standards for the unit's work. Prepare, justify, and/or administer the program budget for a unit. Foster work group commitment, motivation and/or performance that directly impact internal and external stakeholders. Monitor expenditures and use cost-benefit techniques to set priorities. Establish and communicate guidelines and performance requirements to employees including conducting formal performance reviews and identifying developmental and training needs of employees. Develop strategies to redirect program activities considering economic, political, social, and/or technological factors to adapt to a rapidly changing business environment. Introduce newly developed theories and concepts in the planning, implementation, and/or evaluation of multi-year projects or program initiatives.

Requirements

  • Must be a U.S. Citizen or National.
  • Males born after 12/31/1959 must be Selective Service registered or exempt.

  • Successful completion of one year probationary period, unless previously served.

  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Provide course descriptions as necessary. Specialized Experience Requirement: For the GS-0340-15: You must have one year specialized experience equivalent to the GS-14 in the Federal service. Specialized experience is defined as three or more of the following: Lead and engage in efforts with the public, including collaboration techniques, prioritizing forest or equivalently sized organizational unit projects, and anticipating the needs of public members; Advise, guide and counsel senior leadership concerning forest or equivalently sized organizational unit natural resource program issues and their current and anticipated effects; Lead forest or equivalently sized organizational unit program development (planning, budgeting, identifying multicultural workforce and organizational needs) to establish and meet priorities; AND/OR Develop and maintain relationships with multiple parties, including external partners, members of the public, federal agencies, state and local elected officials, and tribal governments, to resolve complex and sensitive forest or equivalently sized organizational unit issues. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
