This position serves as a Research Health Science Specialist within the Research Service in the Office of Research Administration Section. The work includes participation in quality assurance activities that ensure the protection of human subjects.

Duties

Major duties include but are not limited to: Expected to have a combination of professional experience and training in the areas of clinical/human subjects' research to recruit Veterans from the VASNNS, and Primary Care Clinics (PCCs). Prior clinical human subjects' research experience, with a strong knowledge of Good Clinical Practices (GCP's) to assure adherence to local, VA and Federal regulations. Requires careful adherence to standards of practice to assure valid results of the administration of biological, psychological, neurological and/or social and assessment, where the incumbent draws upon complex organizational skills to accomplish data gathering (including procedure, imaging and lab results) and observation of patient behaviors. Responsible for the day-to day management and implementation of assigned clinical research protocols in assuring compliance, efficiency, and the safety and well-being of trial participants, with strong ability to work independently. Work Schedule: Full Time, Monday - Friday, 7:00am - 3:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/29/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirement: Possess a completed Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education - http://ope.ed.gov/accreditation/ at the time the degree was obtained. You may qualify based on your experience and/or education as described below: You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge, skill and considerable experience in managing clinical research projects and/or programs. Skill in managing research settings and coordinating projects (including following protocols, enrolling and interviewing patients, and obtaining informed consent). 950 Points In depth knowledge of the study to explain the research to participants. Knowledge of research investigatory processes, interviewing, compilation of data, and development and reporting of recommendation and findings. Knowledge of project management principles in order to organize, monitor, and coordinate all study activities. Skill in planning, scheduling, and assigning work for projects, and ongoing monitoring and tracking of tasks, risks, and milestones. Knowledge of all applicable federal and VA regulatory policies and guidelines that govern projects, including those specific to research-based projects (including Research Safety and Security and Human Research Protection Program (HRPP), sufficient to appropriately handle unique or unusual regulatory situations and authorize temporary changes in protocol if needed. Excellent communication skills, both written and verbal Ability to independently draft correspondence and write/edit/produce reports Ability to organize and prioritize work, work independently and meet deadlines for routine reports and other information related to the study. Ability to work independently with minimum direction, adjust to varying amounts of work, use time efficiently, be self-motivated, solve problems, and work with individuals with varied technical backgrounds. Ability to serve as liaison with participating investigators, Coordinating Center VASDHS Research personnel, VA Central Office staff, and regulatory bodies. Ability to develop materials for and participation in meetings with patients, investigators, staff, and funding agency personnel as appropriate. Knowledge of standard clinical procedures. Knowledge and experience of clinical care sufficient to carry out routine clinical tasks, including drawing blood and monitoring vital signs OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree? One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study.(TRANSCRIPTS REQUIRED). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond graduate level education. Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary. Typically the employee may sit comfortably to do the work. There may be some walking, standing, bending, and carrying of light items such as focus group audio visual equipment, Xerox paper and books.
