Serves as liaison to all parties within the VA and external to VA to maintain a highly functional home oxygen program that meets all VHA and regulatory standards of quality and safety. Must have a thorough knowledge of all related home oxygen equipment and regularly updates knowledge about new technologies and changes in existing equipment.

Duties

Planning work, both clinical and administrative and the priority of these operations to accomplish goals in the home oxygen program. Can make recommendations for changes in the organization of work within allowable costs and established policies to enhance efficiency of care. Autonomously recognizes the needs of staff respiratory therapists and recommends plans for guidance staff to meet operational needs within the home oxygen program. Manages and coordinates all aspects of the home oxygen program across all geographic sites within the Southern Nevada VA Health Care System program to accomplish work to meet program goals, objectives, and broad priorities established by higher levels of management. This includes carrying out such responsibilities as: Coordinates with VA prosthetics, contract vendor, HOT respiratory therapists and other providers to maintain a functional home oxygen program. Assumes or delegates assignment of workload in the HOT clinic. Maintains a competency program for all staff expected to assist in the HOT program. Assists and coordinates with the sleep medicine program oxygen needs for sleep patients. Conducts within established policy and procedures all manner of respiratory related procedures, including, but not limited to; oximetry testing at rest and with exertion, oxygen titration at rest and with exertion, six minute walk testing and arterial blood gas testing. Reviewing and analyzing records and reports of work production, costs, and equipment and staff resources used to evaluate progress and control or reduce costs. Reports progress and resolution of problems in achieving goals and objectives to higher levels of management. Supervises HOT RT's and HOT PSA, orients and trains new employees to the Home Oxygen clinic. Coordinates and processes travel oxygen orders for traveling veterans. Approves and processes oxygen orders for discharging veterans at local hospitals. Explains work requirements relative to respiratory care for new requirements or changes, as well as existing progress. Resolves technical work problems not covered by precedents or established policies for non-routine or complex procedures in home oxygen program and updates higher level management of issues. Monitors and tracks oxygen prescriptions compliance. Manages QA data collection, evaluation and interpretation of data, generates quarterly QA reports for the quarterly HRCT meetings. Updates the respiratory supervisor of urgent operational needs in real time. Can perform all clinical functions of a staff respiratory therapist if required and oversees the day to day operation of the Home Oxygen clinic. Conducts home visits with the home oxygen veterans as required and documents findings in CPRS; Contributes to the selection of employees (e.g. Staff associated with home oxygen program); Reports individual's respiratory therapy employee complaints to management. Participates in administrative investigations within the guidance and framework of human resource, labor relations and applicable laws and policies and management. Has substantial responsibility for planning and implementing educational programs for in-service and other personnel and respiratory therapy students who rotate through the health care facility on home oxygen. Is responsible for auditing respiratory care and initiating or recommending changes to HOT program where indicated. Maintain a computerized database on all patients requiring home oxygen to include original prescription date, prescription renewal date and status of oxygen fire safety education and compliance. Responsible for the development of a guidelines, policies and procedures for this position. Knowledge of federal, state and local regulations providing delivery of home oxygen will be required. Knowledge and adherence to Joint Commission standards is essential. Ensure the MCP and policies for HOT program are current and staff is compliant with following the MCP guidelines. Coordinates with VA prosthetics, other respiratory therapists, outside contract vendors and other providers to maintain a functional home oxygen program. Maintains all supplies and equipment needed for the HOT clinic. Coordinates equipment needs and purchases with Supervisor. Maintains BLS and ACLS and current Respiratory Care Practitioner License. Assumes Team Leader responsibilities as assigned or in the absence of the Supervisor. (16) Performs all other duties as assigned. Work Schedule: Monday to Friday, 8:00 am - 4:30 pm. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Individuals must have successfully completed a respiratory care program accredited by the CoARC or its successor. Licensure. Persons appointed or reassigned to RRT positions in the GS-0601 series must possess and maintain for the duration of employment a full, current and unrestricted license from a state to practice as an RRT. Credential. Persons appointed or reassigned to RRT positions in the GS-0601 series must possess and maintain for the duration of employment a valid, current, unrestricted credential of RRT. English Language Proficiency. RTs/RRTs appointed to direct patient-care positions must be proficient in spoken and written English as required by 38 U.S.C. 7403(f). Grade Determinations: Registered Respiratory Therapist, GS-12: Experience, Licensure and Credential. Candidates must have:a. One year of creditable experience equivalent to the GS-11 grade level demonstrating the clinical competencies described at that level.b. Hold an active license and RRT credential. The following certifications are preferred but not required: Certified Tobacco Treatment Specialist Pulmonary Rehabilitation Certificate issued AARC AE-C awarded by the NAECB COPD Educator course offered by the AARC In addition to the requirements above, candidates must demonstrate all the following KSAs: Ability to maintain policies and guidelines regarding new and emerging procedures. Ability to make recommendations regarding new and emerging procedures. Ability to perform complex analytical studies of patient care. Ability to interpret results to coordinate the management and evaluation of patient care. Ability to coordinate the work of subordinate staff. Ability to manage all aspects of a complex patient care program including day-to-day operation, training program resources and fiscal management. Preferred experience: One year experience as a HOT Registered Respiratory Therapist, preferred experience 1 year experience as HOT Program Coordinator.
