This position is located at the Aleda Lutz VAMC in Saginaw, Michigan. The incumbent is a member of the project team responsible for the implementation and analysis of all Veteran Satisfaction/Experience initiatives at the Saginaw VAMC, to include all 9 Community Based Outpatient Clinics and Health Care Center. These VHA initiatives are to enable VA to be the leading customer service organization in government so that Veterans, their families, and caregivers Choose VA.

Duties

Major duties of this position will include, but are not limited to: Performs administrative work, which includes management, implementation, evaluation of all Veteran Satisfaction/Experience initiatives to include efficiencies, capacity, and productivity daily. Develops long-range plans for implementation throughout the medical center anticipating successful outcome measurement. Works with top management to develop short-term and long-range plans incorporating these initiatives throughout the organization. Makes the best use of present resources, planning for future needs and implementation of new resources. Works closely with others to pull together compressive data that supports all access related initiatives. Technical Duties (Data Analysis 75%) Analyzes the existing automated and manual system to determine the clinical information available. Ensures data is being captured and reported accurately and appropriately. Where data holes exist, works with Services to develop process changes, training needs etc. Interfaces with Service Chiefs, front line supervisors and administrative personnel to gather, develop and provide information. Analyzes data to provide a clinical assessment and management of quality. Utilizes software packages such as Microsoft office, data mining tools to include but not limited to, VSSC, Corporate Data Warehouse, SAIL, etc. Understands and utilizes Fileman applications to prepare reports, set up files, write simple programs and audits the data collection process. Monitors transmissions of all required data to ensure quality. Provides or ensures subordinates provide customer guidance and training (25%) Makes recommendations in design of report format based on discussions with management, Service Chief and supervisors. Analyzes utilization trend data on a monthly/quarterly basis to verify the accuracy of the data, identify problem areas, provide objective assessments, prioritize identified problems, analyze variances and recommend appropriate actions and/or alternative. Completes various management analysis projects, reports and worksheets either on own initiative or at the request of others. Performs special studies involving staffing, health systems, etc., and formulates recommendations concerning these areas. Reviews and analyzes Veteran Satisfaction data and reports, and highlights problems that may affect the system, to the hospital supervisors. Prepares and gives oral presentations to hospital personnel. Provides initial and ongoing training to clinical staff and other hospital personnel on the systems data requirements and use of the data generated. Communicates effectively with all Medical Center personnel to properly complete assignments and overcome technical or interpersonal problems. Uses independent judgement and knowledge of management analysis theories and practices to understand difficult and complex problems that require coordination between all Services at the medical center. Audits input data, i.e., source documents, to verify the validity of the raw data input. Performs other related duties as assigned. Work Schedule: Full time, Monday - Friday, 7:30am - 4:00pm or 8am - 4:30pm Compressed/Flexible: May be available at Supervisor's discretion. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/27/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Expert computer skills including software applications, databases and automated systems to accomplish assigned work. Should be proficient in the use of Microsoft Office; Experience utilizing a database to pull raw data, completing an analysis of the data and organizing the data in a meaningful way to report out; Experience expressing ideas and facts to individuals or groups through clear oral presentations with the use of job aids; and Experience utilizing project management principals including developing goals/action plans, scheduling, coordinating, monitoring, and evaluating outcomes. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree. OR, 2 full years of progressively higher-level graduate education leading to such a degree, (Transcripts must be uploaded with application packet if using education to qualify). OR, LL.B. or J.D., if related. (Transcripts must be uploaded with application packet if using education to qualify). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the graduate level. You will be rated on the following Competencies for this position: Organizational Performance Analysis Oral Communication Written Communication Technical Competence Customer Service Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Since the medical center includes multiple sites of care, occasional driving to other sites of care is required. Organizing training activities and presentations often require lifting and transporting weight pieces of equipment, brochures, materials and supplies.
