This position is located at the Aleda Lutz VA Medical Center in Saginaw, Michigan. This position is located in the Veterans Health Administration (VHA) of the Department of Veterans Affairs (VA). The incumbent of this position reports to the medical center's Chief Health Informatics Officer and independently carries out assigned duties.
Duties
Major duties of this position will include, but are not limited to:
Program and Partnership Management
Responsible for management, assessment, design, integration, modification, maintenance, and analysis of programs and processes related to the field of health informatics including administrative and clinical data and data management services or systems, and the electronic health record and related systems, with the goal of improving patient care, population health, reducing costs and waste, and improving the staff experience across VA.
Serve as liaison between clinical staff and technical staff, and manage all administrative aspects of their programs and projects.
Provides planning, oversight, management, assessment, and analysis of assigned informatics program functions of high complexity.
Develops targeted, mission-aligned, program goals and objectives that are clearly defined, specific, measurable, attainable, relevant, and timely.
Plans the overall program trajectory to achieve goals and monitor progress to ensure milestones are met. Develops and implement policies, procedures, and organizational tools to ensure program success.
Technical and Data Management
Primarily serve to manage major, distinct, health informatics programs at the facility and will coordinate with and provide cross-coverage for other informatics programs and their managers when needed.
The incumbent will also serve to fill various technical needs within the informatics department. Perhaps most importantly, with extensive experience and background in health informatics and health care technology systems, the incumbent will serve as liaison between technical and clinical staff by translating requirements and facilitating discussions that positively impact the outcome.
Effectively creates, integrates, disseminates, and manages data for all enterprise applications, processes and entities requiring timely and accurate data delivery.
Evaluates content quality and assure access to knowledge resources, eliminating redundancy in duplicate data sources, and improving information interoperability across the organization.
Applies statistical (quantitative information derived mathematically), machine learning (use of artificial intelligence to derive knowledge from data to predict outcomes), visualization (representation of data via a chart or other image), inferencing (a way to understand cause-and-effect relationships) and other techniques to enable decision support.
Application Support
Enables healthcare capabilities and the evolution of technology adjoined to the electronic health record (EHR) to deliver quality care by developing, implementing, monitoring, maintaining, and optimizing informatics tools and access to them. This includes informatics operations that support activities to address the people, process, and technology components of EHR modernization around the four phases of implementation, involving the (1) Preparation, (2) Initiation, (3) Adoption, and (4) Optimization phases. Enhances EHR usability, interoperability, and ability to interface with other information-based systems while meeting regulatory, accreditation, and legislative reporting requirements.
Identifies and documents end-user requirements, requests funding for clinical software solutions; conducts market research and evaluates candidate products; develops and executes implementation plan and evaluates implementation results.
Adapts clinical software and emerging technologies to optimize the delivery of care through effective education and communication, innovations in process management, and high-quality customer service achieved by working in close partnership with clinical and administrative services.
Business Architecture Management
Ensures clinical input in the development and management of the (VHA) business architecture, which structures and communicates the VHA healthcare business, and includes descriptions of business behaviors, functionality, processes, and the flow of information that is required to achieve VHA's mission.
Works the thorough analysis of a workflow (at a level more granular than end-to-end [E2E] business process activities) to consider opportunities for the potential improvement or optimization of the behavior of people, systems, information, and tools.
Health Information Technology (HIT) System Optimization
Ensures the VHA EHR and other clinical and business systems operate in a way that improves patient care, ensures patient safety, and meets the needs of providers.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: serving as a subject matter expert and utilizing skills to help others in the department to support comprehension of and adaptation to organizational updates, utilizing leadership to convey coordination of computer programs, programming, and coordinating EHR programs for staff use. development of project plans, convening stakeholder groups to prompt requirements, organizing and conducting environmental scans for viable solutions to business need, deploying solutions and performing assessments to ensure the informatics products and services are meeting stakeholder needs for the department, and subordinates, Evaluates, documents, analyzes, prioritizes, and recognizes requirements for subordinates and the improvement of the EHR and other systems in collaboration with the end-user.
The full performance level of this vacancy is GS-13.
Physical Requirements: The work is typically sedentary in nature. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; etc. No special physical demands are required to perform the work. Working on off-tours, rotating shifts or regular overtime may be required.
