This position is located in an organization within the National Office of the United States Department of Labor (DOL), Employment and Training Administration (ETA), Office of Unemployment Insurance (OUI). This position is outside the bargaining unit.

Duties

Major duties for this position are listed below: Develops resource implementation plans to accomplish goals and achieve program results; proposes systems and methods to assure proper resource management; continually proposes improvements to work processes and the cost effectiveness of products and services. Coordinates the work of and provides professional/technical leadership and direction to other employees. Develops comprehensive analyses and interdisciplinary policies, projects, and plans and executes short-and long-term analyses that relate primarily to proposed or current regulations, initiatives, and policies. Ensures reviews of program activities, services, and specialized program areas are planned and conducted to evaluate the integrity and effectiveness of services. Fosters partnerships and collaboration with internal and external stakeholders to solicit input and gather feedback around policy proposals and programmatic initiatives. Communicates effectively with interested parties and stakeholders about key activities and developments. Negotiates with various stakeholders to obtain resolution to areas of disagreement. Research best practices, emerging trends, and innovative approaches in program field and related fields, as it relates to policy development. Oversees the identification of any problems and works cooperatively to arrive at mutually acceptable corrective action, which will ensure legal compliance and continuous improvement. Discusses various options and alternatives available for addressing problems. Requirements

  • Must be a U.S. Citizen.
  • Must be at least 16 years old.
  • Candidate required to obtain the necessary security/investigation level.
  • Requires a probationary period if the requirement has not been met.
  • Subject to financial disclosure requirements.

Qualifications

For GS-15: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-14 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Specialized experience is defined as the following, you must meet all: Identifying issues, making recommendations for possible solutions, implementing changes, and evaluating outcomes in the operations of state and/or federal government programs; Developing implementation plans that includes proposing systems, resource management, and continuous path for improvement; and Collaborating with various stakeholders (such as federal agencies, associations, state or local governments, the private sector) to achieve program objectives and/or goals.
