This is a temporary appointment not to exceed 1 year with an INTERMITTENT work schedule working no more than 1,040 hours per appointment year and is open to ICTAP/ICTAP candidates ONLY. This position is located in the Bureau of Talent Management, Office of Career Development and Assignments, Entry Level Division, where the incumbent serves as a Program Coordinator responsible for managing untenured entry level Foreign Service clients from orientation to tenure.
Duties
Serve as a subject-matter expert on career development and assignment management policies and procedures that support Entry Level (EL) clients.
Provide guidance and share instructions on bidding during first and second directed tours to ensure EL clients submit compliant bid lists and achieve predetermined requirements at the entry-level and for tenure.
Coordinate the position management and assignments process for the combined Foreign Service Orientation classes that occur four times per fiscal year and the twice annual, second-tour bidding cycles.
Apply analytical and evaluative methods and techniques to periodically assess the directed assignments process to improve organizational effectiveness, efficiency, and transparency.
Triage and prioritize urgent or time sensitive client correspondence. Provide expert Human Resources policy and career advice in the development and evaluation of new or revised Department policies, procedures, and regulations.

Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience utilizing a variety of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness.
Experience providing authoritative management advisory services.
Experience applying concepts, principles, practices, laws, and regulations related to Foreign Service assignments.
Experience managing, planning, and coordinating program activities.
Experience building and maintaining cooperative working relationships across organizational levels.
There is no substitute of education for specialized experience for the GS-13 position.
