The primary purpose of this position is to serve as a Training, Education and Professional Development Program Manager (TE&PD) and advisors to AFPC council AFPC Board, and the Training & Development (T&D) Working Group, and managers/supervisors for Air Force Personnel Center AFC and five operating locations.

Duties

Manages Air Force Personnel Center's TE&D programs impacting a wide range of functional communities. Plans, Tracks, Acquires, and Forecasts training requirements and works jointly with the Branch Training Resources Specialist. Manages resources to acquire, implement, and host in residence and blended learning courses. Participates in special studies and projects. Serves as an advisor at meetings and conferences in communicating TE&PD program matters.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: (1) knowledge of the principles, theories, techniques, practices, mission, and organizational structure of the specific program and or functional field to support various program management responsibilities. (2) knowledge of analytical and evaluative methods to develop, monitor, and analyze applicable statistical data to track and assess the efficiency and effectiveness of programs in order to meet strategic goals and plan improvements of programs; and (3) knowledge in the use of analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and in serving as a technical specialist and spokesperson to further operating agency objectives on important issues. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the principles, theories, techniques, practices, mission, and organizational structure of this specific program and or functional field to support Air Force wide TE&PD program management responsibilities. 2. Knowledge of the laws, regulations, principles, and practices of TE&PD program manager. 3. Knowledge of sustainment program inspection requirements, reports, and program terms, as well as knowledge of common management principles to provide advisory services and inspect assigned programs. 4. Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness, and in serving as a technical specialist and spokesperson to further civilian workforce development objectives and issues. 5. Ability to prepare special studies and staff reports, including the ability to meet emergency and/or changing program requirements within available resources and within minimum sacrifice of quality or quantity of work. 6. Ability to establish effective working relationships and to communicate well with others, orally and in writing, including preparing and conducting formal and informal briefings. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
